FOOT AND MOUTH DISEASE - Stating findings of the Legislature and supporting
safeguards to prevent movement of Foot and Mouth Disease on persons, on
other animals not directly susceptible to the virus but which could be
passive carriers, and inanimate objects; and supporting a moratorium on all
imports of cloven-hoofed animals and products for a period of three years
or until importers can prove that cloven-hoofed animals and products are
free of Foot and Mouth Disease for the protection of American livestock

  1                                   A JOINT MEMORIAL
  2    TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED  STATES  IN  CONGRESS
  3        ASSEMBLED,  AND  TO THE CONGRESSIONAL DELEGATION REPRESENTING THE STATE OF
  4        IDAHO IN THE CONGRESS OF THE UNITED STATES.
                                                                        
  5        We, your Memorialists, the Senate and the House of Representatives of  the
  6    State of Idaho assembled in the First Regular Session of the Fifty-sixth Idaho
  7    Legislature, do hereby respectfully represent that:
                                                                        
  8        WHEREAS,  the dramatic increase in the incidence of Foot and Mouth Disease
  9    in Europe, and now present on four continents, has  prompted  the  Animal  and
 10    Plant Health Inspection Service of the United States Department of Agriculture
 11    to issue warnings to all American citizens, especially those traveling abroad,
 12    and to American livestock owners to protect their vital industry; and
 13        WHEREAS,  the  Foot  and  Mouth  Disease virus can be spread by equipment,
 14    vehicles, shoes, clothing, food items or even by  surviving  for  twenty-eight
 15    hours in the human respiratory system; and
 16        WHEREAS, should Foot and Mouth Disease enter the United States, the result
 17    would be massive outbreaks of the disease in America, with total disruption of
 18    the American food supply; and
 19        WHEREAS,  the  United States is currently free from Foot and Mouth Disease
 20    which is decimating Europe and spreading worldwide.
 21        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 22    of the Fifty-sixth Idaho Legislature, the Senate and the House of  Representa-
 23    tives  concurring  therein,  that we support safeguards to prevent movement of
 24    Foot and Mouth Disease on persons, on other animals not  directly  susceptible
 25    to  the  virus  but which could be passive carriers, and on inanimate objects;
 26    and we support a moratorium on all imports of cloven-hoofed animals and  prod-
 27    ucts  thereof,  for  a period of three years or until importers can prove that
 28    cloven-hoofed animals and products thereof are free of Foot and Mouth  Disease
 29    for the protection of the American livestock owners.
 30        BE  IT  FURTHER  RESOLVED  that the Secretary of the Senate be, and she is
 31    hereby authorized and directed to forward a copy of this Memorial to the Pres-
 32    ident of the Senate and the Speaker of the House of  Representatives  of  Con-
 33    gress, and the congressional delegation representing the State of Idaho in the
 34    Congress of the United States.

                  STATEMENT OF PURPOSE

                       RS 11285

The purpose of the Senate Joint Memorial is to support safeguards 
to prevent the movement of Foot and Mouth Disease into the United 
States on persons, on other animals which could be passive carriers 
of the virus, and on inanimate objects and a moratorium on all imports 
of cloven-hoofed animals and products thereof for a period of three 
years of until importers can prove those animals and products are 
free of Foot and Mouth Disease.

There is no fiscal impact to the State general fund.
