|||| LEGISLATURE OF THE STATE OF IDAHO |||| Fifty-sixth Legislature Second Regular Session - 2002IN THE HOUSE OF REPRESENTATIVES HOUSE CONCURRENT RESOLUTION NO. 47 BY STATE AFFAIRS COMMITTEE 1 A CONCURRENT RESOLUTION 2 STATING FINDINGS OF THE LEGISLATURE AND RECOGNIZING AND URGING PARTICIPATION 3 IN NATIONAL ADOPTION DAY. 4 Be It Resolved by the Legislature of the State of Idaho: 5 WHEREAS, adoption is the realization of a dream, bringing a child together 6 with a family which will change the course of his or her life; and 7 WHEREAS, statistics show that the rates of high school dropouts for chil- 8 dren in foster care is more than fifty percent, and nearly one-third of chil- 9 dren who grow up in foster care will spend time in jail; and 10 WHEREAS, too many children remain in foster care while there are adopting 11 families also waiting; and 12 WHEREAS, a particularly large number of children with special needs remain 13 in foster care, including sibling groups, children with emotional or physical 14 impairments, minorities and older children; and 15 WHEREAS, about 600,000 children are in foster care nationwide, with about 16 127,000 eligible for adoption; and 17 WHEREAS, National Adoption Day takes place on the Saturday preceding 18 Thanksgiving each year, and participating jurisdictions place special emphasis 19 upon completing adoptions on that day including waiver of attorney's fees and 20 court filing fees; and 21 WHEREAS, Idaho strongly concurs in the goals that every child deserves a 22 safe, permanent family and that a child's health and safety should be of para- 23 mount consideration. 24 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 25 sion of the Fifty-sixth Idaho Legislature, the House of Representatives and 26 the Senate concurring therein that, on behalf of the people of Idaho and par- 27 ticularly those children in foster care still awaiting their opportunity to 28 join a permanent family and the families which will become complete when their 29 adopted child joins with them, we recognize the principles represented by 30 National Adoption Day and we urge that Idaho courts, attorneys and social ser- 31 vice organizations join in the promotion of adoption and, particularly on 32 National Adoption Day, seek to complete the adoption process.
STATEMENT OF PURPOSE RS 11962 The purpose of this concurrent resolution is to recognize the Saturday preceding Thanksgiving Day each year as National Adoption Day and to urge the Idaho courts, attorneys and social service organizations to promote adoption of those children for whom adoptive families are most difficult to find. The resolution further encourages those adoptions to be completed on National Adoption Day. FISCAL IMPACT The resolution will have no fiscal impact on state funds. Courts will be encouraged to waive court fees for the completion of adoptions conducted on National Adoption Day, but the waiver is voluntary. Contact Name: Rep. Kent A.
