Legislature and proposing a new Joint Rule 21 to provide that when a bill,
joint resolution, concurrent resolution or joint memorial is passed or
adopted by one house prior to the fifty-fifth day of a regular legislative

                             HOUSE CONCURRENT RESOLUTION NO. 61

  1                               A CONCURRENT RESOLUTION
  2    PROPOSING A NEW JOINT RULE 21 OF THE JOINT RULES OF THE SENATE AND  THE  HOUSE
  3        OF REPRESENTATIVES.
                                                                        
  4    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  5        WHEREAS,  the  members of the Legislature believe that a new Joint Rule 21
  6    should be added to the Joint Rules of the Senate and the House of  Representa-
  7    tives  regarding  the transmittal of bills, resolutions and memorials from one
  8    house to the other prior to the fifty-fifth day of a Regular Legislative  Ses-
  9    sion.
 10        NOW,  THEREFORE,  BE IT RESOLVED by the members of the Second Regular Ses-
 11    sion of the Fifty-sixth Idaho Legislature, the House  of  Representatives  and
 12    the  Senate  concurring  therein,  that  the Joint Rules of the Senate and the
 13    House of Representatives be amended by the addition thereto  of  a  NEW  JOINT
 14    RULE, to be known and designated as Joint Rule 21, and to read as follows:
                                                                        
 15                                    JOINT RULE 21
                                                                        
 16             Bills,  Resolutions, Memorials--When Hearing Guaranteed.--When a
 17        bill, joint resolution, concurrent resolution or  joint  memorial  is
 18        passed or adopted by one house prior to the fifty-fifth day of a Reg-
 19        ular Legislative Session, the bill, joint resolution, concurrent res-
 20        olution  or joint memorial shall be guaranteed a hearing in the other
 21        house by the committee to which it is assigned and  a  recorded  vote
 22        regarding the instrument's fate shall be taken in that committee.

                       STATEMENT OF PURPOSE
                            RS 12214

This proposed legislation will add Joint Rule 21 to the Joint
Rules of the Senate and the House of Representatives.  It
guarantees a hearing of a Bill, Joint Resolution, Concurrent
Resolution or Joint Memorial adopted by one house prior to the
fifty-fifth (55) day of a Regular Legislative Session by the
committee of the other house to which it is assigned and vote
recorded.
