  1                                  A JOINT RESOLUTION
  2    PROPOSING AN AMENDMENT TO ARTICLE I, OF  THE  CONSTITUTION  OF  THE  STATE  OF
  3        IDAHO,  BY  THE  ADDITION  OF A NEW SECTION 23, ARTICLE I, TO PROVIDE THAT
  4        HUNTING, TRAPPING AND FISHING AND THE TAKING OF WILD ANIMALS,  WILD  BIRDS
  5        AND  WILD FISH ARE A VALUED  PART OF OUR HERITAGE AND WILL BE FOREVER PRE-
  6        SERVED FOR THE PEOPLE OF THE STATE OF IDAHO WITHIN THE BOUNDARIES  OF  THE
  7        STATE  OF IDAHO AND THAT ALL WILDLIFE SHALL BE MANAGED BY LAWS AND REGULA-
  8        TIONS WHICH PROVIDE CONTINUED SUPPLIES FOR IDAHO CITIZENS  TO  HARVEST  BY
  9        TRADITIONAL  METHODS  OF TAKE; STATING THE QUESTION TO BE SUBMITTED TO THE
 10        ELECTORATE; DIRECTING THE LEGISLATIVE COUNCIL TO  PREPARE  THE  STATEMENTS
 11        REQUIRED  BY  LAW;  AND  DIRECTING  THE  SECRETARY OF STATE TO PUBLISH THE
 12        AMENDMENT AND ARGUMENTS AS REQUIRED BY LAW.
                                                                        
 13    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
 14        SECTION 1.  That Article I, of the Constitution of the State of  Idaho  be
 15    amended  by  the addition of a NEW SECTION, to be known and designated as Sec-
 16    tion 23, Article I, of the Constitution of the State of Idaho, and to read  as
 17    follows:
                                                                        
 18             SECTION  23.  RIGHT  TO  HUNT, TRAP, FISH AND TAKE WILD ANIMALS,
 19        WILD BIRDS AND WILD FISH. Hunting, trapping, and fishing and the tak-
 20        ing of wild animals, wild birds and wild fish are a  valued  part  of
 21        our  heritage  and  will  be  forever preserved for the people of the
 22        state of Idaho within the boundaries of the state of Idaho. All wild-
 23        life shall be managed by laws and regulations which provide continued
 24        supplies for Idaho citizens to  harvest  by  traditional  methods  of
 25        take.
                                                                        
 26        SECTION  2.  The  question to be submitted to the electors of the State of
 27    Idaho at the next general election shall be as follows:
 28        "Shall Article I, of the Constitution of the State of Idaho be amended  by
 29    the addition of a new Section 23, to provide that hunting, trapping, and fish-
 30    ing and the taking of wild animals, wild birds and wild fish are a valued part
 31    of  our  heritage and will be forever preserved for the people of the state of
 32    Idaho within the boundaries of the state of Idaho and that all wildlife  shall
 33    be  managed by laws and regulations which provide continued supplies for Idaho
 34    citizens to harvest by traditional methods of take?".
                                                                        
 35        SECTION 3.  The Legislative Council is directed to prepare the  statements
 36    required by Section 67-453, Idaho Code, and file the same.
                                                                        
 37        SECTION 4.  The Secretary of State is hereby directed to publish this pro-
 38    posed constitutional amendment and arguments as required by law.

                        STATEMENT OF PURPOSE

This bill will preserve and provide hunting, fishing, and trapping, 
as they are a valued part of Idaho’s heritage. This amendment will 
be managed by law and regulation, for the public good of the people 
of the state of Idaho.

                            FISCAL IMPACT

As estimated by the secretary of state’s office, this will cost 
the general fund approximately $25,000.
