  1                                        AN ACT
  2    RELATING TO THE POW/MIA SCHOLARSHIP ACT OF  1972;  AMENDING  SECTION  33-4302,
  3        IDAHO  CODE,  TO INCREASE THE BENEFIT AMOUNT FOR SCHOLARSHIP ASSISTANCE TO
  4        ELIGIBLE STUDENTS AND TO MAKE A TECHNICAL CORRECTION.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  That Section 33-4302, Idaho Code, be, and the same  is  hereby
  7    amended to read as follows:
                                                                        
  8        33-4302.  SCHOLARSHIPS -- STATE AID. Children Any child of any Idaho citi-
  9    zen  who is a resident of the state of Idaho on or after the effective date of
 10    this act and who has been determined by the federal government to be  a  pris-
 11    oner  of  war  or missing in action or died of injuries or wounds sustained in
 12    action in southeast Asia, including Korea, or who shall become  so  hereafter,
 13    in  any area of armed conflict in which the United States is a party, shall be
 14    admitted to attend any  public  institution  of  higher  education  or  public
 15    professional-technical  school within the state of Idaho without the necessity
 16    of paying tuition and fees therefor; that such student shall be provided  with
 17    books, equipment and supplies necessary for pursuit of such program of enroll-
 18    ment  not  to  exceed  two five hundred dollars ($2500) per quarter, semester,
 19    intensified semester, or like educational period; that such student  shall  be
 20    furnished  on-campus housing and subsistence not to exceed two hundred dollars
 21    ($200) for each month he is enrolled under this program and  actually  resides
 22    in  such on-campus facility; provided, however, that such educational benefits
 23    shall not exceed a total of thirty-six (36) months or four (4) nine (9)  month
 24    periods;  provided  further, that such child shall meet such other educational
 25    qualifications as  such  institution  of  higher  education  or  professional-
 26    technical school has established for other prospective students of this state.
 27        Affected institutions shall in their preparation of future budgets include
 28    therein costs resultant from such tuition, fee, book, equipment, supply, hous-
 29    ing  and  subsistence  loss  for  reimbursement thereof from appropriations of
 30    state funds.
 31        Applicants for the scholarship program  herein  prescribed  shall  provide
 32    institutional  administrative  personnel  with  documentation  of their rights
 33    under this act.

Statement of Purpose / Fiscal Impact



                       STATEMENT OF PURPOSE

                             RS 11639

This proposal increases the scholarship amount for children of 
Prisoners of War from Idaho from two hundred dollars ($200.00) 
to five hundred dollars ($500.00) each semester. This scholarship 
would match the Peace Officer/Firefighter scholarship.


                          FISCAL IMPACT

The cost would be three hundred dollars ($300.00) per semester, 
six hundred dollars ($600.00) per school year. It is believed 
there is only one scholarship recipient at present.
