AS A RESULT OF PHEASANT STOCKING WITH THE EXCEPTION OF WILDLIFE MANAGEMENT
AREAS, AUTHORIZING THE DEPARTMENT, WITH THE EXCEPTION OF WILDLIFE MANAGE-
MENT AREAS, TO CEASE THE STOCKING OF PHEASANTS AND ENCOURAGING THE DEPART-
MENT TO ENGAGE MORE EFFECTIVELY WITH PRIVATE LANDOWNERS IN PROVIDING
ADVICE AND INCENTIVES FOR IMPROVEMENT AND RETENTION OF HABITAT.

Be It Resolved by the Legislature of the State of Idaho:

WHEREAS, pheasant stocking has not been shown to effectively contribute
birds to either breeding populations or the hunter's bag. Stocked birds that
are taken are considered by many as an expensive subsidy for a limited number
of people at the expense of all hunters; and
WHEREAS, these conditions have been documented across pheasant ranges in
North America dating back to Pennsylvania in 1936, New Hampshire in 1938, Utah
and Wisconsin in the 1940's, and Montana and Minnesota in the 1950's; and
WHEREAS, habitat retention and improvement, particularly on privately held
lands, is known to be the most effective means to retain populations of pheas-
ants and other farm game and wildlife.
NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-
sion of the Fifty-sixth Idaho Legislature, the Senate and the House of Repre-
sentatives concurring therein, that the Legislature requests that the Idaho
Department of Fish and Game provide scientific data showing the documented
effects to the pheasant population as a result of pheasant stocking in the
state of Idaho, with the exception of Wildlife Management Areas. The Legisla-
ture further authorizes the Idaho Department of Fish and Game, with the excep-
tion of Wildlife Management Areas, to cease the stocking of pheasants and
encourages the department to engage more effectively with private landowners
in providing advice and incentives for improvement and retention of habitat as
   appropriate.
