  1                                        AN ACT
  2    RELATING TO ACUPUNCTURE; AMENDING  SECTION  54-4707,  IDAHO  CODE,  TO  REVISE
  3        REQUIREMENTS FOR CERTIFICATION.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION  1.  That  Section 54-4707, Idaho Code, be, and the same is hereby
  6    amended to read as follows:
                                                                        
  7        54-4707.  REQUIREMENTS FOR CERTIFICATION. A person applying for a certifi-
  8    cation shall, in addition to paying all required fees, submit a written appli-
  9    cation provided by the board showing to the satisfaction  of  the  board  that
 10    such person: meets the following requirements:
 11        (1)  Has  successfully  completed  the requirements for full membership in
 12    the American academy of medical acupuncture, fellowship in  the  international
 13    academy of medical acupuncture, inc. Is a health care practitioner with a doc-
 14    torate  degree or a registered nurse practitioner and is currently licensed in
 15    the state of Idaho,  or  such  other  comparable  requirements  as  have  been
 16    approved by the board; and
 17        (2)  Has  passed  an  examination or other demonstration of proficiency as
 18    may be uniformly required by the board for other  similarly  qualified  appli-
 19    cants for certification; and
 20        (3)  Meets such other requirements as established by rules of the board.

Statement of Purpose / Fiscal Impact


                          STATEMENT OF PURPOSE

                               RS 11445C1

Amend section 54-4707, Idaho Code, to require applicants for 
certification be a current Idaho licensed health care practitioner 
(Chiropractic Physicians & Dentists) with a doctorate degree, or a 
registered nurse practitioner.  This change is necessary to insure 
that applicants have adequate education to practice in a safe and 
competent manner.  This change also deletes the Board's reliance on 
the requirements of third party entities and organizations.


                               FISCAL IMPACT

There is no fiscal impact on general or dedicated funds.
