  2    APPROPRIATING MONEYS FOR THE IDAHO STATE HISTORICAL SOCIETY  FOR  FISCAL  YEAR
  3        2003; AND LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION  1.  There  is hereby appropriated to the State Board of Education
  6    for the Idaho State Historical Society the following amounts  to  be  expended
  7    for  the  designated programs according to the designated expense classes from
  8    the listed funds for the period July 1, 2002, through June 30, 2003:

 31        SECTION 2.  In accordance with Section 67-3519, Idaho Code, the agency  is
 32    authorized  no  more  than forty-eight and thirty-six hundredths (48.36) full-
 33    time equivalent positions at any point during the period July 1, 2002, through
 34    June 30, 2003, for the programs specified in Section 1  of  this  act,  unless
 35    specifically authorized by the Governor. The Joint Finance-Appropriations Com-
 36    mittee will be notified promptly of any increased positions so authorized.

The FY 2003 appropriation for the Historical Society includes a General Fund base reduction of 8.9%. There is also funding provided under Personnel Cost Rollups for increased costs of the state employee medical insurance plan. Non-Standard Adjustments include the full annual cost of running the Capitol Tours program and several minor adjustments for interagency billings.

There are two enhancements provided. The first provides $26,700, mostly from dedicated Lewis & Clark license plate revenues, for the Lewis & Clark commemoration project. The second enhancement provides spending authority for revenue that the Historical Society anticipates receiving from charging admission at the Idaho State Historical Museum. This enhancement also allows the agency to restore a position that would otherwise have been eliminated due to the base reduction.
