  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE REGARDING THE CURRENT AND FUTURE  SHORTAGE
  3        OF  NURSES AND URGING A STUDY BY THE STATE BOARD OF EDUCATION IN CONSULTA-
  4        TION WITH THE IDAHO COMMISSION ON NURSING AND NURSING EDUCATION.
                                                                        
  5    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  6        WHEREAS, it is widely acknowledged that there is a nationwide shortage  of
  7    nurses and that the shortage will worsen in the future; and
  8        WHEREAS,  the  state of Idaho is already facing a critical shortage and is
  9    currently experiencing a staffing vacancy rate of over 20% in  nursing  homes;
 10    and
 11        WHEREAS, while the number of persons entering nursing is growing at a rate
 12    of  only  2.5%,  the population of persons over 85 years of age is the fastest
 13    growing age group, and over 75% of the population will require long-term  care
 14    in the next 40 years; and
 15        WHEREAS,  over  70% of the nurses currently licensed in Idaho are over the
 16    age of 40, with the result that they will be retiring  from  the  practice  of
 17    nursing just as the need for more nurses increases; and
 18        WHEREAS,  it  is important not only to recognize the need for more nurses,
 19    but to begin to make plans and adopt programs which will  effectively  address
 20    the shortage in Idaho.
 21        NOW,  THEREFORE,  BE IT RESOLVED by the members of the Second Regular Ses-
 22    sion of the Fifty-sixth Idaho Legislature, the House  of  Representatives  and
 23    the Senate concurring therein, that the State Board of Education, in consulta-
 24    tion with the Idaho Commission on Nursing and Nursing Education, should under-
 25    take  a  strategic  planning process to design a plan of action for addressing
 26    the nursing shortage. The plan should address specific strategies for  expand-
 27    ing  nurse  education particularly into rural Idaho, enhancing recruitment and
 28    retention efforts, carrying out ongoing  health  profession  data  collection,
 29    analysis, and projections, providing incentives for attracting nurses into the
 30    higher education system and encouraging nurses to get advanced degrees.

The purpose of this concurrent resolution is to recognize the fact 
that there is a nationwide and statewide shortage of nursing and to
recommend a strategic plan to address the shortage.  The plan should
include the expansion of nursing education opportunities, collecting
and analyzing health profession and providing incentives to attract
nurses into the higher education system.


                       FISCAL IMPACT

There is no fiscal impact to the general fund.
