  1                                        AN ACT
  2    RELATING TO ELECTRICAL CONTRACTORS AND JOURNEYMEN; AMENDING  SECTION  54-1008,
  3        IDAHO  CODE,  TO REVISE PROVISIONS APPLICABLE TO THE DURATION OF LICENSES;
  4        REPEALING SECTION 54-1013A, IDAHO CODE, RELATING TO THE RENEWAL OF CERTAIN
  5        LICENSES; AND AMENDING SECTION 54-1014, IDAHO  CODE,  TO  REMOVE  OBSOLETE
  6        CODE REFERENCES.
                                                                        
  7    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  8        SECTION  1.  That  Section 54-1008, Idaho Code, be, and the same is hereby
  9    amended to read as follows:
                                                                        
 10        54-1008.  DURATION OF LICENSE. (1) All licenses, including license  renew-
 11    als,  other than as provided in section 54-1013A, Idaho Code, for master elec-
 12    tricians, journeyman electricians and specialty journeyman electricians  shall
 13    bear  the  date  of  issue  for  a period of three (3) years, and shall expire
 14    thirty-six (36) calendar months three (3) years from the date of issue, unless
 15    renewed, as provided in section 54-1013, Idaho Code revoked or suspended.
 16        (2)  Electrical   contractor,   specialty   electrical   contractor    and
 17    apprentice/specialty  trainee  licenses  issued after July 1, 2002, shall bear
 18    the date of issue for a period of one (1) year, and shall expire on the  first
 19    day  of  July  next  following  one  (1)  year  from the date of issue, unless
 20    renewed, as provided in section 54-1013, Idaho Code revoked or suspended.
 21        (3)  Each licensing period shall end at midnight on the last  day  of  the
 22    licensing period.
 23        (4)  The board shall promulgate rules to provide for a staggered system of
 24    issuing and renewing licenses.
                                                                        
 25        SECTION  2.  That Section 54-1013A, Idaho Code, be, and the same is hereby
 26    repealed.
                                                                        
 27        SECTION 3.  That Section 54-1014, Idaho Code, be, and the same  is  hereby
 28    amended to read as follows:
                                                                        
 29        54-1014.  FEES. The administrator of the division of building safety shall
 30    charge the following fees:
 31        (1)  Application for license                                       $ 15.00
 32        (2)  One-year licenses:
 33        (a)  Electrical contractor license                                 $125.00
 34        (b)  Electrical contractor license renewal                          100.00
 35        (c)  Electrical contractor license revival                          125.00
 36        (d)  Apprentice/specialty trainee registration and working license   10.00
 37        (e)  Specialty contractor license                                   125.00
 38        (f)  Specialty contractor license renewal                           100.00
 39        (g)  Specialty contractor license revival                           125.00
 40        (3)  Three-year   licenses,  in  accordance  with  sections  54-1008,  and

  1    54-1013, and 54-1013A, Idaho Code:
  2        (a)  Master electrician license                                     $65.00
  3        (b)  Master electrician license renewal                              45.00
  4        (c)  Master electrician license revival                              55.00
  5        (d)  Journeyman electrician license                                  55.00
  6        (e)  Journeyman electrician license renewal                          45.00
  7        (f)  Journeyman electrician license revival                          55.00
  8        (g)  Specialty journeyman electrician license                        55.00
  9        (h)  Specialty journeyman electrician license renewal                45.00
 10        (i)  Specialty journeyman electrician license revival                55.00
 11        (4)  For licenses issued or renewed pursuant to  section  54-1013A,  Idaho
 12    Code,  the  administrator of the division of building safety shall prorate the
 13    fees set forth in subsection (3) of this section  for  the  actual  number  of
 14    months the license will be in effect.

Statement of Purpose / Fiscal Impact


                      STATEMENT OF PURPOSE
                                
                            RS 15363

     The proposed legislation will allow for the staggering of
renewal dates for all electrical licenses and registrations.  The
proposed legislation will clarify license terms and delete
obsolete language.




                          FISCAL NOTE

     There will be no fiscal impact from the passage of this
legislation.  There will be no net effect as revenues should be
neutral but spread across the calendar year.
