]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-eighth Legislature Second Regular Session - 2006IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 710 BY EDUCATION COMMITTEE 1 AN ACT 2 RELATING TO NURSING HOME ADMINISTRATORS; AMENDING SECTION 54-1609, IDAHO CODE, 3 TO REQUIRE SPECIFIED DOCUMENTATION FOR A NURSING HOME ADMINISTRATOR 4 LICENSE ENDORSEMENT. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. That Section 54-1609, Idaho Code, be, and the same is hereby 7 amended to read as follows: 8 54-1609. ENDORSEMENT OF LICENSES. The board, in its discretion, and 9 otherwise subject to the provisions of this act, and the rules of the board 10 promulgated thereunder prescribing the qualifications for a nursing home 11 administrator license, may endorse a nursing home administrator license issued 12 by the proper authorities of any other state upon payment of a fee and upon 13 submission of evidence satisfactory to the board that the applicant meets 14 those qualifications established by the rules of the board. Each applicant for 15 licensure by endorsement shall be required to document compliance with each of 16 the following: 17 (1) A valid and current nursing home administrator license issued in 18 another state; and 19 (2) (a) At least one (1) year's experience in an administrator-in- 20 training program in another state; or 21 (b) A total of one (1) year's experience through a combination of an 22 administrator-in-training program and practical experience as an adminis- 23 trator in another state.
STATEMENT OF PURPOSE RS 15957 Nursing Home facilities in rural Idaho often have difficulty attracting licensed administrators. Often, licensed administrators from other states are interested, but the requirements to obtain endorsement in Idaho are more difficult than for those who initially seek an Idaho license. This legislation makes the standards for obtaining endorsement of an out-of-state license comparable to initially obtaining an Idaho license. FISCAL IMPACT None.
