1 AN ACT
2 APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF HEALTH AND WELFARE FOR
3 PSYCHIATRIC HOSPITALIZATION IN THE COMMUNITY HOSPITALIZATION PROGRAM FOR
4 FISCAL YEAR 2006; APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF
5 HEALTH AND WELFARE FOR PSYCHIATRIC HOSPITALIZATION IN THE STATE HOSPITAL
6 SOUTH PROGRAM FOR FISCAL YEAR 2006; PROVIDING THAT THE STATE CONTROLLER
7 SHALL MAKE TRANSFERS FROM THE GENERAL FUND; AND DECLARING AN EMERGENCY.
8 Be It Enacted by the Legislature of the State of Idaho:
9 SECTION 1. In addition to the appropriation made in Section 1, Chapter
10 396, Laws of 2005, there is hereby appropriated to the Department of Health
11 and Welfare for psychiatric hospitalization in the Community Hospitalization
12 Program the following amount to be expended according to the designated
13 expense class from the listed fund for the period July 1, 2005, through June
14 30, 2006:

16 Trustee and Benefit Payments $1,718,700
17 FROM:
18 General Fund $1,718,700
19 SECTION 2. In addition to the appropriation made in Section 4, Chapter
20 396, Laws of 2005, there is hereby appropriated to the Department of Health
21 and Welfare for psychiatric hospitalization in the State Hospital South Pro-
22 gram the following amount to be expended according to the designated expense
23 class from the listed fund for the period July 1, 2005, through June 30, 2006:

25 Personnel Costs $980,000
26 FROM:
27 Cooperative Welfare Fund (Dedicated) $980,000
28 SECTION 3. GENERAL FUND TRANSFERS. As appropriated, the State Controller
29 shall make transfers from the General Fund to the Cooperative Welfare Fund,
30 periodically, as requested by the director of the Department of Health and
31 Welfare and approved by the Board of Examiners.
32 SECTION 4. An emergency existing therefor, which emergency is hereby
33 declared to exist, this act shall be in full force and effect on and after its
34 passage and approval.

This is a Fiscal Year 2006 Supplemental Appropriation to the Department of Health and Welfare for psychiatric hospitalization in the Community Hospitalization Program and the State Hospital South Program. This provides $1,718,700 from the General Fund to pay the community hospitalization costs for persons that are committed to the state, but for whom there is no available bed at either state hospital. This bill also provides an additional $980,000 spending authority in the dedicated funds for personnel costs for the State Hospital South. These funds are Medicaid receipts used to offset the necessity for additional General Funds.
