                                BY APPROPRIATIONS COMMITTEE
                                                                        
  1                                        AN ACT
  2    APPROPRIATING MONEYS TO THE LEGISLATIVE COUNCIL TO DEVELOP AN INTEGRATED STATE
  3        ENERGY PLAN; STATING  CERTAIN  CONDITIONS  REGARDING  THE  EXPENDITURE  OF
  4        FUNDS; AND DECLARING AN EMERGENCY.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION  1.  There  is hereby appropriated to the Legislative Council from
  7    the General Fund for deposit into the Legislative Fund the sum of $300,000 for
  8    the purpose of providing the Interim  Committee  on  Energy,  Environment  and
  9    Technology  the  means  to  seek  consulting services to develop an integrated
 10    state energy plan.
                                                                        
 11        SECTION 2.  Of the moneys appropriated in Section 1 of this act,  one-half
 12    (1/2)  shall  be  allocated to the House of Representatives and one-half (1/2)
 13    shall be allocated to the Senate. These funds,  pursuant  to  Section  67-451,
 14    Idaho  Code, are continuously appropriated, except that no moneys appropriated
 15    in Section 1 of this act shall be expended except with  the  approval  of  the
 16    Speaker  of  the House of Representatives and the President Pro Tempore of the
 17    Senate acting on behalf of the Legislative Council. Any unexpended  and  unen-
 18    cumbered  balances  of  the moneys appropriated in Section 1 of this act shall
 19    revert to the General Fund on June 30, 2007.
                                                                        
 20        SECTION 3.  An emergency existing  therefor,  which  emergency  is  hereby
 21    declared to exist, this act shall be in full force and effect on and after its
 22    passage and approval.

This bill is a trailer appropriation for HCR 62 and appropriates $300,000 in General Funds to the Legislative Council to provide the Interim Committee on Energy, Environment and Technology the resources to develop an integrated state energy plan utilizing the technical expertise of consultant services from independent experts to develop this important and comprehensive study effort.

Fiscal Note

This one-time supplemental appropriation of General Funds would become available immediately, and any unspent balances would revert back to the General Fund on June 30, 2007.
