2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO
3 APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY RELATED TO COMMUNITY
4 COLLEGES.
5 Be It Resolved by the Legislature of the State of Idaho:
6 WHEREAS, the Legislature acknowledges the important role of community col-
7 leges in providing academic and professional-technical education as well as
8 work force training; and
9 WHEREAS, we acknowledge the outstanding efforts of our current community
10 colleges, North Idaho College and the College of Southern Idaho in providing
11 these services; and
12 WHEREAS, we also acknowledge the many efforts of other higher education
13 institutions in providing community college services; and
14 WHEREAS, we acknowledge the importance of a well trained and well educated
15 work force as essential to Idaho's economy and the well-being of its citizens;
16 and
17 WHEREAS, we acknowledge the relatively low percentage of Idaho high school
18 graduates seeking higher education; and
19 WHEREAS, we acknowledge the need for expanded access to an affordable
20 higher education or affordable work force training; and
21 WHEREAS, we also acknowledge the growing need for an expanded statewide
22 community college system that is efficient, affordable and accessible; and
23 WHEREAS, there are significant issues of local control and of funding that
24 are still unresolved and that need resolution; and
25 WHEREAS, at present there is no general consensus about how to best pro-
26 vide community college services and there are many important policy questions
27 to be addressed.
28 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses-
29 sion of the Fifty-eighth Idaho Legislature, the House of Representatives and
30 the Senate concurring therein, that the Legislative Council is authorized to
31 appoint a committee to undertake and complete a thorough assessment of the
32 role and mission of community colleges in Idaho including their benefits and
33 needs.
34 BE IT FURTHER RESOLVED that the committee shall involve and solicit input
35 from representatives from all of the postsecondary educational institutions
36 and the Office of the State Board of Education as well as high school adminis-
37 trators, school district superintendents and community colleges offering edu-
38 cational services in Idaho.
39 BE IT FURTHER RESOLVED that the committee shall comprehensively examine
40 and make recommendations regarding Idaho community colleges' governance, fund-
41 ing strategies, role and missions, state appropriations distribution, cost
42 comparisons of academic programs and differing tax burdens for community col-
43 lege districts' patrons. The Legislative Council shall determine the number of
44 legislators and membership from each house appointed to the committee and

1 shall authorize the committee to receive input, advice and assistance from
2 interested and affected parties who are not members of the Legislature.
3 BE IT FURTHER RESOLVED that nonlegislative members of the committee may be
4 appointed by the cochairs of the committee who are appointed by the Legisla-
5 tive Council. Nonlegislative members of the advisory committee shall not be
6 reimbursed from legislative funds for per diem, mileage or other expenses and
7 shall not have voting privileges regarding the committee's recommendations or
8 proposed legislation.
9 BE IT FURTHER RESOLVED that the committee shall report its findings, rec-
10 ommendations and proposed legislation, if any, to the First Regular Session of
11 the Fifty-ninth Idaho Legislature.
STATEMENT OF PURPOSE
RS 16169
This resolution authorizes the creation of an interim committee,
to be created by the Legislative Council, for the purpose of
conducting a study of the role and mission of community colleges
in Idaho, including their governance, funding, needs and
benefits, mission, and other relevant policy issues regarding the
establishment of a statewide community college system. It would
allow for a thorough study of this issue by all the relevant
parties. The committee would be charged with making
recommendations to the next regular session of the Idaho
Legislature.
FISCAL NOTE
The cost of the Committee would be expected to not exceed
$10,000. It would be paid for from the Legislative Account.
