2 APPROPRIATING MONEYS FOR THE IDAHO STATE HISTORICAL SOCIETY FOR FISCAL YEAR
3 2007; LIMITING THE NUMBER OF FULL-TIME EQUIVALENT POSITIONS; AND DIRECTING
4 THE ALLOCATION OF SALARY SAVINGS.
5 Be It Enacted by the Legislature of the State of Idaho:
6 SECTION 1. There is hereby appropriated to the State Board of Education
7 for the Idaho State Historical Society the following amounts to be expended
8 for the designated programs according to the designated expense classes from
9 the listed funds for the period July 1, 2006, through June 30, 2007:

37 SECTION 2. In accordance with Section 67-3519, Idaho Code, the Idaho
38 State Historical Society is authorized no more than forty-six and thirty-six
39 hundredths (46.36) full-time equivalent positions at any point during the
40 period July 1, 2006, through June 30, 2007, for the programs specified in Sec-
41 tion 1 of this act, unless specifically authorized by the Governor. The Joint
42 Finance-Appropriations Committee will be notified promptly of any increased

1 positions so authorized.
2 SECTION 3. The Idaho State Historical Society is hereby directed to allo-
3 cate salary savings, based on performance, to provide for employee salary
4 needs before other operational budget priorities are considered. Where appli-
5 cable, employees whose salaries are below the midpoint of their pay grade or
6 occupational groups with significant turnover rates shall be considered first
7 in the order of salary savings distributions.

In addition to standard program maintenance items, this budget includes two line items. The first (#3) restores the Historical Society’s budget for historic site maintenance, which was eliminated during the FY02-FY03 holdbacks and budget reductions. These funds will be used to maintain the historic sites managed by the agency, including the Old Idaho Penitentiary, the Stricker home site, Rock Creek Station, the Franklin Historic Site, and the Pierce Courthouse. The second item (#5) restores the portion of the shelving budget at the new Idaho History Center that was diverted to cover the costs associated with installing the necessary security infrastructure at the new building. Not including security infrastructure was an oversight in the original planning. This line item, which is one-time in nature, will enable the agency to complete the planned shelving.
