  1                                        AN ACT
  2    DIRECTING THE STATE CONTROLLER TO TRANSFER MONEYS FROM THE GENERAL FUND TO THE
  3        ECONOMIC RECOVERY RESERVE FUND; APPROPRIATING  ADDITIONAL  MONEYS  TO  THE
  4        DEPARTMENT  OF  AGRICULTURE FOR FISCAL YEAR 2007 THROUGH FISCAL YEAR 2008;
  5        AUTHORIZING AN ADDITIONAL FULL-TIME EQUIVALENT  POSITION;  AND  EXPRESSING
  6        LEGISLATIVE INTENT WITH REGARD TO FUTURE FUNDING.
                                                                        
  7    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  8        SECTION  1.  On July 1, 2006, or as soon thereafter as possible, the State
  9    Controller shall transfer the sum of $4,000,000 from the General Fund  to  the
 10    Economic Recovery Reserve Fund.
                                                                        
 11        SECTION  2.  In addition to any other appropriation provided by law, there
 12    is hereby appropriated to the Department of Agriculture  $4,000,000  from  the
 13    Economic Recovery Reserve Fund for the Plant Industries Program to be expended
 14    to  eradicate  Eurasian Watermilfoil for the period July 1, 2006, through June
 15    30, 2008.
                                                                        
 16        SECTION 3.  In addition to any other authorization provided  by  law,  the
 17    Department  of Agriculture is authorized one (1) full-time equivalent position
 18    during the period July 1, 2006, through June 30,  2008,  for  the  purpose  of
 19    eradicating Eurasian Watermilfoil.
                                                                        
 20        SECTION  4.  It  is  the  intent  of  the Legislature that the Idaho State
 21    Department of Agriculture investigate funding through grants, fees, and  other
 22    sources  of  revenue  to maintain the Eurasian Watermilfoil control program in
 23    future years.

Statement of Purpose

This appropriation to the Idaho State Department of Agriculture is for grants to Cooperative Weed Management Areas to combat Eurasian Watermilfoil statewide. Treatment costs are estimated at $1,000 per acre for about 4,048 acres. The Department estimates administrative costs at 10% for personnel and operating costs including education efforts.

Fiscal Note

This bill transfers $4 million from the General Fund to the Economic Recovery Reserve Fund. It then appropriates $4 million to the Department of Agriculture and authorizes an additional full-time limited service position for a two year period to eradicate Eurasian Watermilfoil. The bill includes legislative intent that the Department of Agriculture pursue grants, fees, and other sources of revenue to develop an ongoing control program.
