  1                                        AN ACT
  2    DIRECTING THE STATE CONTROLLER TO TRANSFER MONEYS FROM THE GENERAL FUND TO THE
  3        ECONOMIC RECOVERY RESERVE FUND; CREATING  THE  INCUMBENT  WORKER  TRAINING
  4        REVOLVING  LOAN  FUND;  DIRECTING  THE STATE CONTROLLER TO TRANSFER MONEYS
  5        FROM THE ECONOMIC RECOVERY RESERVE FUND TO THE INCUMBENT  WORKER  TRAINING
  6        REVOLVING LOAN FUND; AND APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT
  7        OF COMMERCE AND LABOR FOR FISCAL YEAR 2007 THROUGH FISCAL YEAR 2008.
                                                                        
  8    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  9        SECTION  1.  On July 1, 2006, or as soon thereafter as possible, the State
 10    Controller shall transfer the sum of $2,000,000 from the General Fund  to  the
 11    Economic Recovery Reserve Fund.
                                                                        
 12        SECTION  2.  There  is  hereby created in the state treasury the Incumbent
 13    Worker Training Revolving Loan Fund which shall retain its own interest  earn-
 14    ings.
                                                                        
 15        SECTION  3.  On July 1, 2006, or as soon thereafter as possible, the State
 16    Controller shall transfer $2,000,000 from the Economic Recovery  Reserve  Fund
 17    to the Incumbent Worker Training Revolving Loan Fund.
                                                                        
 18        SECTION  4.  In addition to any other appropriation provided by law, there
 19    is  hereby  appropriated  to  the  Idaho  Department  of  Commerce  and  Labor
 20    $2,000,000 from the Incumbent Worker Training  Revolving  Loan  Fund  for  the
 21    period July 1, 2006, through June 30, 2008. Such loans shall be used to assist
 22    businesses  in  training  workers through financial assistance with tuition or
 23    other expenses.

This bill provides $2,000,000 from the Economic Recovery Reserve Fund to the Department of Commerce and Labor for the Incumbent Worker Training Revolving Loan Fund. This fund shall be used to provide revolving loans to assist businesses in training workers through financial assistance with tuition or other expenses.

Fiscal Note

This is a fiscal year 2007 appropriation providing two million dollars ($2,000,000) from the Economic Recovery Reserve Fund to the Department of Commerce and Labor for a new Incumbent Worker Training Revolving Loan Fund.
