Statement of Purpose / Fiscal Impact

                      STATEMENT OF PURPOSE

                            RS 15853

This Bill provides a paid leave of absence for any state employee for a
period of five(5) days for bone marrow donation and thirty(30) days for live
organ donation. Under this provision, a person shall be granted a paid leave
of absence for organ or marrow donation purposes only once.

                         FISCAL IMPACT

The estimated cost of paid leaves of absence for state employees is $3,100
annually. Increased organ donations would create cost savings in the
medicaid program and increase income tax revenue from organ donor
recipients.
