  2    RELATING TO SECONDARY PUBLIC SCHOOLS; AMENDING TITLE 33, IDAHO  CODE,  BY  THE
  3        ADDITION OF A NEW CHAPTER 56, TITLE 33, IDAHO CODE, TO PROVIDE FOR A SHORT
  4        TITLE,  TO STATE LEGISLATIVE FINDINGS, TO ESTABLISH A PROGRAM IN THE STATE
  5        BOARD OF EDUCATION TO REASSESS THE PUBLIC SECONDARY SCHOOL CURRICULUM,  TO
  6        PROVIDE FOR GOALS, TO PROVIDE FOR RULE MAKING AUTHORITY, TO REQUIRE SCHOOL
  7        DISTRICTS TO REPORT TO THE BOARD AS TO THE COST OF THE PROGRAM, TO PROVIDE
  8        A TIME FRAME FOR REPORTING, TO REQUIRE THE BOARD TO REPORT TO THE LEGISLA-
  9        TURE,  TO PROVIDE A TIME FRAME FOR SCHOOLS TO IMPLEMENT THE PROGRAM AND TO
 10        AUTHORIZE THE BOARD TO COLLECT INFORMATION AND REPORT TO  THE  LEGISLATURE
 11        REGARDING THE PERFORMANCE OF THE PROGRAM.
                                                                        
 12    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
 13        SECTION  1.  That Title 33, Idaho Code, be, and the same is hereby amended
 14    by the addition thereto of a NEW CHAPTER, to be known and designated as  Chap-
 15    ter 56, Title 33, Idaho Code, and to read as follows:
                                                                        
 16                                      CHAPTER 56
 17                           SECONDARY PUBLIC SCHOOL REDESIGN
                                                                        
 18        33-5601.  SHORT  TITLE.  This  act  shall be known and may be cited as the
 19    "Idaho Secondary School Redesign Act."
                                                                        
 20        33-5602.  LEGISLATIVE FINDINGS. The legislature finds  that  Idaho  public
 21    secondary  schools  need  to  review and redesign their curriculum in order to
 22    meet the demands of an increasingly competitive and rapidly evolving  technol-
 23    ogy  environment.  The  legislature finds that the public secondary curriculum
 24    needs to be reassessed and monitored to meet the goals of increasing the  num-
 25    ber of students prepared for and attending postsecondary institutions, prepar-
 26    ing  students to participate in the technology demanding workplace, increasing
 27    opportunities for and involvement in accelerated learning  programs,  ensuring
 28    that  students are properly prepared as citizens and are culturally aware, and
 29    increasing academic engagement of senior level students through a relevant and
 30    rigorous curriculum. The legislature finds that the costs and benefits associ-
 31    ated with increasing public secondary core credit and curriculum  requirements
 32    need to be carefully examined. Further, the public secondary school curriculum
 33    needs to be monitored on a continuing basis so that it can keep abreast of the
 34    needs of the students, Idaho and the nation.
                                                                        
 35        33-5603.  SECONDARY  PUBLIC  SCHOOL  CURRICULUM  REASSESSMENT PROGRAM. (1)
 36    There is hereby created in the state board of education a program to  reassess
 37    the public secondary school curriculum with the goals of:
 38        (a)  Providing  students  with  a  sufficient mathematics and science core
 39        curriculum so that they can participate in the technology demanding  work-
 40        place  and  are  prepared  to enter postsecondary institutions without the

  1        need for remedial courses;
  2        (b)  Allowing students to opt out of mathematics and science core curricu-
  3        lum courses upon approval by the custodial parent or  guardian  with  good
  4        cause shown;
  5        (c)  Increasing  opportunities for and involvement in accelerated learning
  6        programs;
  7        (d)  Providing Idaho students with curriculum opportunities  that  prepare
  8        them  to  compete  in the modern world and for their roles as contributing
  9        citizens;
 10        (e)  Providing rigorous social studies, humanities and elective  curricula
 11        during the four (4) years of high school; and
 12        (f)  Increasing  the  engagement  and involvement of students during their
 13        senior year of high school.
 14    In reassessing the secondary public school core credit and curriculum require-
 15    ments, the board shall evaluate and assess the benefits and  costs  associated
 16    with the changes required by the secondary public school curriculum goals.
 17        (2)  The state board of education is authorized to promulgate rules neces-
 18    sary  to undertake the secondary public school curriculum reassessment program
 19    set forth in this section and shall require that each Idaho public school dis-
 20    trict report back to the board within six (6) months after the  board's  rules
 21    have  been approved by the legislature as to the cost of implementing the sec-
 22    ondary public school curriculum as required in those  rules.  After  receiving
 23    the  school  district  reports, the board shall compile and submit a report to
 24    the legislature at its next session, setting forth  the  funding  required  to
 25    implement the secondary public school curriculum program.
 26        (3)  Each  Idaho  public school district shall, within two (2) years after
 27    receiving funding from the legislature, implement the secondary public  school
 28    curriculum program as prescribed by the state board of education.
 29        (4)  The  state  board  of  education is authorized to collect information
 30    regarding the performance of the secondary public  school  curriculum  program
 31    and  to  report  to  the  legislature three (3) years from the approval of the
 32    rules authorized in subsection (1) of this section as to the progress of  that
 33    program.

Statement of Purpose / Fiscal Impact



                       STATEMENT OF PURPOSE

                             RS 15868

This bill provides legislative direction for High School
redesign.  It sets goals and criteria for the State Board of
Education rule-making to improve rigor and content of High School
curricula.  Implementation of High School redesign rules is made
contingent upon developing a budget and funding.


                           FISCAL NOTE

The cost associated with High School redesign and curriculum
changes is expected to exceed $17 million once fully implemented. 
This legislation calls for development of more specific budget
and funding requirements for the program.
