  1                                        AN ACT
  2    DIRECTING THE STATE CONTROLLER TO TRANSFER MONEYS FROM THE GENERAL FUND TO THE
  3        ECONOMIC RECOVERY RESERVE FUND; AND  DIRECTING  THE  STATE  CONTROLLER  TO
  4        TRANSFER  MONEYS FROM THE ECONOMIC RECOVERY RESERVE FUND TO THE WATER MAN-
  5        AGEMENT FUND.
                                                                        
  6    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  7        SECTION 1.  On July 1, 2006, or as soon thereafter as possible, the  State
  8    Controller  shall  transfer  the  sum of $300,000 from the General Fund to the
  9    Economic Recovery Reserve Fund.
                                                                        
 10        SECTION 2.  On July 1, 2006, or as soon thereafter as possible, the  State
 11    Controller  shall  transfer  the  sum  of  $300,000 from the Economic Recovery
 12    Reserve Fund to the Water Management Fund. It is legislative intent that  such
 13    moneys  be  used by the Idaho Water Resource Board to administer its responsi-
 14    bilities associated with development and implementation of the  Eastern  Snake
 15    Plain Aquifer Management Plan.

Statement of Purpose

This legislation provides funding for the Idaho Water Resource Board to develop a comprehensive aquifer management plan for the Eastern Snake River Plain Aquifer. It acts as a companion bill to Senate Concurrent Resolution 136 of 2006 which seeks the support of the Idaho Legislature for the Idaho Water Resource Board to develop such a plan for submission to and approval by the Idaho Legislature.

Fiscal Note

This bill transfers $300,000 from the General Fund through the Economic Recovery Reserve Fund to the continuously appropriated Water Management Fund for the Idaho Water Resource Board to administer its responsibilities associated with the development and implementation of an Eastern Snake River Plain Aquifer management plan.
