]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature First Regular Session - 2007IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 160 BY HEALTH AND WELFARE COMMITTEE 1 AN ACT 2 RELATING TO PROFESSIONAL STUDIES PROGRAMS; AMENDING SECTION 33-3720, IDAHO 3 CODE, TO AUTHORIZE AGREEMENTS AND FUNDING FOR IDAHO STUDENTS IN DOCTORAL 4 NURSING PROGRAMS. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. That Section 33-3720, Idaho Code, be, and the same is hereby 7 amended to read as follows: 8 33-3720. PROFESSIONAL STUDIES PROGRAM. (1) It is hereby declared that it 9 is in the public interest to assist Idaho citizens who wish to pursue profes- 10 sional studies in the fields of medicine, dentistry, veterinary medicine, doc- 11 toral level nursing programs, and other health-related areas of study which 12 are not available within the state by (a) entering into compacts or contrac- 13 tual agreements which make such courses of study available to Idaho citizens, 14 and (b) providing a mechanism to provide funds for such Idaho citizens. 15 (2) The state board of education is hereby authorized to enter into loan 16 agreements with qualified recipients to participate in qualified programs, 17 which agreements shall include provisions for repayment of the loan on terms 18 agreed to by the board and the qualified recipient; such repayment agreements 19 may include provisions for decreasing or delaying or forgiving the repayment 20 obligation in relationship to the recipient's course of study or agreement to 21 return to Idaho to practice professionally. 22 (a) A qualified recipient shall be any Idaho student accepted into a 23 qualified program who meets the residency requirements imposed by section 24 33-3717B, Idaho Code, and the rules of the state board of education. 25 (b) A qualified program shall be a program enumerated in section 26 33-3717B(7), Idaho Code, and any other medical, dental, veterinary medi- 27 cine, doctoral level nursing program, or other health-related program in 28 which participation by Idaho residents has been authorized by the legisla- 29 ture and for which funds have been obligated by the board pursuant to sub- 30 section (3) of this section. 31 (3) The state board of education is hereby authorized to transfer, dis- 32 tribute or pay such moneys as are available in the professional studies 33 account to the school, program, or compact providing the course of study pur- 34 suant to contracts, agreements, or compacts entered into by the legislature or 35 the state board of education. 36 (4) The state board of education is hereby authorized to adopt all neces- 37 sary rules, subject to the provisions of chapter 52, title 67, Idaho Code, for 38 the administration of the professional studies program.
