CONSTITUTIONAL AMENDMENTS - Amends existing law relating to constitutional
amendments to provide that on general election ballots, the Secretary of
State shall number the measures or constitutional amendments consecutively
beginning with number one, in the order in which the measures or
constitutional amendments were finally filed with the Secretary; and to
provide that the measures and amendments shall be designated on the ballot
as "Proposition One," "Proposition Two," etc.

2 RELATING TO THE PRINTING AND DESIGNATION OF BALLOT TITLES ON OFFICIAL BALLOTS;
3 AMENDING SECTION 34-1810, IDAHO CODE, TO PROVIDE THAT THE SECRETARY OF
4 STATE SHALL NUMBER THE MEASURES OR CONSTITUTIONAL AMENDMENTS CONSECUTIVELY
5 BEGINNING WITH NUMBER ONE, IN THE ORDER IN WHICH THE MEASURE(S) OR CONSTI-
6 TUTIONAL AMENDMENT(S) WERE FINALLY FILED WITH THE SECRETARY AND TO PROVIDE
7 THAT THE MEASURES AND AMENDMENTS SHALL BE DESIGNATED ON THE BALLOT AS A
8 "PROPOSITION ONE," "PROPOSITION TWO," ET CETERA.
9 Be It Enacted by the Legislature of the State of Idaho:
10 SECTION 1. That Section 34-1810, Idaho Code, be, and the same is hereby
11 amended to read as follows:
12 34-1810. PRINTING AND DESIGNATION OF BALLOT TITLES ON OFFICIAL BALLOTS.
13 (1) The secretary of state, at the time he furnishes to the county clerks of
14 the several counties certified copies of the names of candidates for state and
15 district offices shall furnish to each of said county clerks a certified copy
16 of the ballot titles and numbers of the several measures to be voted upon at
17 the ensuing general election, and he shall use for each measure the ballot
18 title designated in the manner herein provided.
19 (a) Such ballot title shall not resemble, so far as to probably create
20 confusion, any such title previously filed for any measure to be submitted
21 at that election.
22 (b) The ballot shall include a clear and concise statement as to the
23 effect of a "yes" or "no" vote, prepared jointly by the attorney general
24 and secretary of state.
25 (2) The secretary of state shall number the measures or constitutional
26 amendments consecutively beginning with number (1), in the order in which the
27 measure(s) or constitutional amendment(s) were finally filed with the secre-
28 tary. The measures and amendments shall be designated on the ballot as a
29 "Proposition One," "Proposition Two," et cetera.
STATEMENT OF PURPOSE

This legislation is intended to clarify the ballot for the voters by
numbering all ballot measures consecutively, designating them
"Proposition One," "Proposition Two," etc.
FISCAL NOTE
There will be no fiscal impact on the general fund.
