  1                               A CONCURRENT RESOLUTION
  2    STATING LEGISLATIVE FINDINGS  AND   AUTHORIZING  THE  LEGISLATIVE  COUNCIL  TO
  3        APPOINT AN INTERIM COMMITTEE ON ENERGY, ENVIRONMENT AND TECHNOLOGY TO MON-
  4        ITOR THE  INTEGRATED STATE ENERGY PLAN AND OTHER ISSUES.
                                                                        
  5    Be It Resolved by the Legislature of the State of Idaho:
                                                                        
  6        WHEREAS,  for  the  past ten years, the Legislature has adopted Concurrent
  7    Resolutions  which authorized the Legislative Council to appoint  a  committee
  8    to  undertake  and  complete  a  study  of  energy, environment and technology
  9    related issues from both the statewide perspective and the  national  perspec-
 10    tive and to submit a final report to the  Idaho Legislature; and
 11        WHEREAS, in 2006 the Legislature felt the state of Idaho needed to have an
 12    integrated  state  energy  plan that provides for the state's power generation
 13    needs and protects the health and safety of the citizens  of  Idaho,  and  the
 14    products produced in this state; and
 15        WHEREAS,  the  Interim Committee on Energy, Environment and Technology met
 16    during the legislative interim in  2006 and  developed recommendations  relat-
 17    ing to an integrated energy plan; and
 18        WHEREAS,  Idaho  has  firm power needs in the near future, and the goal of
 19    the Integrated Energy Plan is to ensure that those needs will be met; and
 20        WHEREAS, it is the goal of the integrated state energy  plan  to  maintain
 21    the  health, safety and welfare of Idaho's citizens, the quality and financial
 22    security of existing agricultural  businesses  and  industries,  the  economic
 23    growth  of  the  state  of  Idaho,  and  the environmental quality and natural
 24    resources of this state; and
 25        WHEREAS, it is the goal that the 2007 Integrated State Energy  Plan  be  a
 26    living, vibrant document.
 27        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 28    of  the  Fifty-ninth  Idaho  Legislature, the House of Representatives and the
 29    Senate concurring therein, that the Legislative Council may appoint an Interim
 30    Committee on Energy, Environment and Technology which shall monitor the  Inte-
 31    grated  State Energy Plan that provides for the state's power generation needs
 32    and protects the health and safety of the citizens of Idaho, and the  products
 33    produced  in  this state and make any recommendations for necessary changes in
 34    both state law and the plan regarding energy in the state and to monitor other
 35    energy, environment and technology  related issues.
 36        BE IT FURTHER RESOLVED, that the Committee is directed to  involve  repre-
 37    sentatives  of  industry,  agricultural groups, small businesses, consumers of
 38    electricity  and conservation  interests and the Committee shall make a  prog-
 39    ress report to the Second Regular Session of the Fifty-ninth Idaho Legislature
 40    and  shall  make a report detailing its findings, recommendations and proposed
 41    legislation, if any, to the First Regular Session of the Sixtieth Idaho Legis-
 42    lature.

Statement of Purpose / Fiscal Impact



                       STATEMENT OF PURPOSE

                            RS 17023

This legislation allows the Legislative Council to continue an
interim committee to study the subject of energy related issues
including environmental and economic considerations involved in
meeting Idaho's energy needs.  The committee would be authorized
to meet until November 30, 2008.


                          FISCAL IMPACT

The cost of the meetings for the committee would be expected not
to exceed $10,000.
