  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF  LANDS  FOR  FISCAL  YEAR
  3        2007; AND DECLARING AN EMERGENCY.
                                                                        
  4    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  5        SECTION  1.  In  addition  to the appropriation made in Section 1, Chapter
  6    341, Laws of 2006, there is hereby appropriated to the Department of Lands the
  7    following amounts to be expended for the designated programs according to  the
  8    designated  expense  classes from the listed fund for the period July 1, 2006,
  9    through June 30, 2007:

 21        SECTION 2.  An emergency existing  therefor,  which  emergency  is  hereby
 22    declared to exist, this act shall be in full force and effect on and after its
 23    passage and approval.

Statement of Purpose

This FY 2007 supplemental appropriation provides $116,300 in additional dedicated spending authority to the Department of Lands.

At the July 10, 2006 meeting, the State Board of Land Commissioners increased the private forest land owner fire protection rates from $.45 per acre to $.55 per acre, and from $10 to $20 per improved parcel effective for 2006. (The legislature approved a maximum rate of $.60 per acre and a maximum $20 per parcel in HB 46 of 2003.) As a landowner, the endowments must pay the additional 10 cents per acre for wildland fire protection. The land holdings currently total about 2.5 million acres for all of the beneficiaries of which just over one million acres are designated as forest land subject to the assessment. The state also has 515 cottage sites that are now subject to the improved parcel assessment at $20 each.

Fiscal Note

This FY 2007 Supplemental Appropriation includes $106,000 for the Resource Management Program and $10,300 for the Land, Range and Mineral Management program for a total of $116,300 from the Endowment Administrative Fund. Those dollars are then passed through to the Fire Protection Program for fire protection of state endowment lands.
