1 AN ACT
2 APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF HEALTH AND WELFARE FOR
3 PUBLIC HEALTH SERVICES IN THE PHYSICAL HEALTH SERVICES PROGRAM FOR FISCAL
4 YEAR 2007; APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF HEALTH AND
5 WELFARE FOR PUBLIC HEALTH SERVICES IN THE SUBSTANCE ABUSE SERVICES PROGRAM
6 FOR FISCAL YEAR 2007; AND DECLARING AN EMERGENCY.
7 Be It Enacted by the Legislature of the State of Idaho:
8 SECTION 1. In addition to the appropriation made in Section 1, Chapter
9 373, Laws of 2006, there is hereby appropriated to the Department of Health
10 and Welfare for public health services in the Physical Health Services Program
11 the following amount, to be expended according to the designated expense class
12 from the listed fund for the period July 1, 2006, through June 30, 2007:

14 Trustee and Benefit Payments $400,000
15 FROM:
16 Cooperative Welfare Fund (Dedicated) $400,000
17 SECTION 2. In addition to the appropriation made in Section 7, Chapter
18 373, Laws of 2006, there is hereby appropriated to the Department of Health
19 and Welfare for public health services in the Substance Abuse Services Program
20 the following amount, to be expended according to the designated expense
21 classes from the listed funds for the period July 1, 2006, through June 30,
22 2007:

31 SECTION 3. An emergency existing therefor, which emergency is hereby
32 declared to exist, this act shall be in full force and effect on and after its
33 passage and approval.

This is a fiscal year 2007 supplemental appropriation to the Department of Health and Welfare for public health services in the Physical Health Services program and the Substance Abuse Services program.
Section 1 of the bill provides $400,000 of dedicated funding spending authority to the Physical Health Services program. The dedicated receipts are generated from rebates received on purchases of formula for the Women, Infants, and Children (WIC) program; and rebates received on the purchase of drugs for the HIV/AIDs program.
Section 2 of the bill provides $225,800 of dedicated spending authority to the Substance Abuse Services program. The breakdown of the appropriation is $4,600 in ongoing funding for personnel costs; the funding is generated through a contract with the Department of Juvenile Corrections for the Enforcement on Underage Drinking (EUDL) program. The remaining $221,200 is one time funding for trustee and benefit payments that will be used to purchase additional substance abuse treatment from receipts in the Alcohol Intoxication Treatment Fund.
