  2    TO THE PRESIDENT OF THE UNITED STATES, TO THE SECRETARY OF THE  DEPARTMENT  OF
  3        AGRICULTURE,  TO  THE  SECRETARY OF THE DEPARTMENT OF THE INTERIOR, TO THE
  4        SECRETARY OF THE FEDERAL DEPARTMENT OF EDUCATION,  TO  THE  CHIEF  OF  THE
  5        UNITED  STATES  FOREST SERVICE, TO THE SENATE AND HOUSE OF REPRESENTATIVES
  6        OF THE UNITED STATES IN CONGRESS ASSEMBLED, AND TO THE CONGRESSIONAL DELE-
  7        GATION REPRESENTING THE STATE OF IDAHO  IN  THE  CONGRESS  OF  THE  UNITED
  8        STATES.
                                                                        
  9        We,  your Memorialists, the Senate and the House of Representatives of the
 10    State of Idaho assembled in the First Regular Session of the Fifty-ninth Idaho
 11    Legislature, do hereby respectfully represent that:
                                                                        
 12        WHEREAS, bipartisan legislation sponsored by U.S. Senators Larry Craig and
 13    Ron Wyden has financially  assisted counties  with  large  tracts  of  federal
 14    timberland within the county boundaries; and
 15        WHEREAS,  the  Craig-Wyden bill set annual payments to counties with large
 16    tracts of federal timberland, providing crucial funding for schools and  roads
 17    and  providing millions of dollars for a variety of natural resource conserva-
 18    tion projects from weed control to bridge replacements, from thinning  forests
 19    to trail building; and
 20        WHEREAS, the Craig-Wyden bill's reauthorization is necessary to help rural
 21    counties  with  timberlands plan and maintain their transportation infrastruc-
 22    ture; and
 23        WHEREAS, certain counties of Idaho are hamstrung in their ability to  col-
 24    lect  property taxes by a supermajority of federal land ownership within their
 25    boundaries; and
 26        WHEREAS, if the Craig-Wyden bill is not reauthorized, it will have  little
 27    effect  on the federal budget but could devastate timber counties and towns in
 28    the Northwest and Idaho; and
 29        WHEREAS, more than fifty percent of the Idaho Panhandle is  owned  by  the
 30    federal  government  and counties cannot collect property tax on federal lands
 31    to support schools and to build and maintain roads; and
 32        WHEREAS, it is crucial in tight economic times that  the  U.S.  government
 33    meet its obligation to the counties;
 34        WHEREAS,  in  some  counties  the  reauthorization of the Craig-Wyden bill
 35    means the difference between $22,000 and $1,080,000 in support for schools and
 36    roads; and
 37        WHEREAS, in other counties, failure to reauthorize  the  Craig-Wyden  bill
 38    means the per capita loss of $235 in support.
 39        NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
 40    of  the Fifty-ninth Idaho Legislature, the Senate and the House of Representa-
 41    tives concurring therein, that we support reauthorization of the "Secure Rural
 42    Schools and Community Self-Determination Act" or the Craig-Wyden bill  by  the
 43    Congress  of  the  United  States  and  we request the President of the United
 44    States to support this effort.

  1        BE IT FURTHER RESOLVED that the Secretary of the Senate  be,  and  she  is
  2    hereby authorized and directed to forward a copy of this Memorial to the Pres-
  3    ident of the United States, George W. Bush, the Secretary of the Department of
  4    Agriculture, the Secretary of the Department of the Interior, the Secretary of
  5    the  federal  Department  of  Education, the Chief of the United States Forest
  6    Service, the President of the Senate and the Speaker of the House of Represen-
  7    tatives of Congress, and the congressional delegation representing  the  State
  8    of Idaho in the Congress of the United States.

                       STATEMENT OF PURPOSE

                            RS 16747

This memorial to representatives of the federal government is
intended to intensify the resolve of the State of Idaho for
correction of the federal funding shortfall caused by the failure
to reauthorize Craig Wyden funding
