  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE OFFICE OF THE STATE BOARD OF  EDUCATION
  3        FOR  FISCAL  YEAR  2007; AUTHORIZING ADDITIONAL FULL-TIME EQUIVALENT POSI-
  4        TIONS; AND DECLARING AN EMERGENCY.
                                                                        
  5    Be It Enacted by the Legislature of the State of Idaho:
                                                                        
  6        SECTION 1.  In addition to the appropriation made in  Section  1,  Chapter
  7    409,  Laws  of 2006, there is hereby appropriated to the State Board of Educa-
  8    tion for the Office of the State Board of Education the following amounts,  to
  9    be  expended  for  the  designated program according to the designated expense
 10    classes from the listed fund for the period July 1,  2006,  through  June  30,
 11    2007:

 21        SECTION  2.  In addition to the positions authorized in Section 2, Chapter
 22    409, Laws of 2006, there is hereby authorized to the State Board of  Education
 23    for  the  Office  of the State Board of Education two (2) full-time equivalent
 24    positions during the period July 1, 2006, through June 30, 2007.
                                                                        
 25        SECTION 3.  An emergency existing  therefor,  which  emergency  is  hereby
 26    declared to exist, this act shall be in full force and effect on and after its
 27    passage and approval.

Statement of Purpose / Fiscal Impact


Statement of Purpose

This is a Fiscal Year 2007 supplemental appropriation for Office of the State Board of Education, which received a federal grant called the Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP). GEAR UP is designed to increase the number of at-risk, and first generation college students who are prepared to enter and succeed in postsecondary education.

This is the first installment of the grant which will total $17.8 million over the next six years. Of that total amount, $9.1 million (or approximately $1.5 million each year) will be placed in an interest bearing trust account until such time as the funds are awarded as scholarships to individual GEAR UP students.

Fiscal Note

This supplemental provides spending authority for $833,200 in federal funds. There is no fiscal impact to the General Fund.
