HOUSE CONCURRENT RESOLUTION NO. 32
BY APPROPRIATIONS COMMITTEE
1 A CONCURRENT RESOLUTION
2 STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE CONSTRUCTION OF A
3 HEALTH SCIENCES FACILITY AT LEWIS-CLARK STATE COLLEGE.
4 Be It Resolved by the Legislature of the State of Idaho:
5 WHEREAS, Idaho is currently experiencing a severe shortage of nurses,
6 which will continue for the foreseeable future; and
7 WHEREAS, over 1,200 qualified candidates were denied admission to nursing
8 programs at Idaho colleges in the past two years due, in part, to the lack of
9 classroom and laboratory space; and
10 WHEREAS, Governor Otter and former Governor Risch have both recommended
11 funding for a new nursing facility at Lewis-Clark State College; and
12 WHEREAS, the Joint Finance-Appropriations Committee has approved
13 $16,000,000 from the Permanent Building Fund for the construction of a health
14 and sciences building at Lewis-Clark State College; and
15 WHEREAS, academic use space is a recognized criteria to make a new higher
16 education facility eligible to receive state moneys for the costs associated
17 with occupancy, operation and maintenance.
18 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
19 of the Fifty-ninth Idaho Legislature, the House of Representatives and the
20 Senate concurring therein, that pursuant to Section 33-3805A, Idaho Code,
21 approval is hereby granted to the State Board of Education, acting as trustees
22 for Lewis-Clark State College, to construct a facility on the campus of Lewis-
23 Clark State College to be known as the Health Sciences Building.

The purpose of this resolution is to provide authorization, pursuant to Idaho Code ยง33-3805A, to the State Board of Education to allow Lewis-Clark State College to proceed with the construction of a health sciences facility.

| Fiscal Note |
Funding for construction will come from the Permanent Building Fund. When construction is complete and the state assumes ownership, Lewis-Clark State College will request additional General Funds for occupancy costs which involve custodial, utility and other costs associated with operating general education space within the facility. Based on the current formula, these costs are estimated to be approximately $439,000.
