SENATE BILL NO. 1040
1 AN ACT
2 RELATING TO THE APPROPRIATION FOR THE PUBLIC SCHOOLS DIVISION OF TEACHERS;
3 APPROPRIATING GENERAL FUND MONEYS FOR THE PUBLIC SCHOOLS DIVISION OF
4 TEACHERS AND PROVIDING DIRECTION REGARDING THE EXPENDITURE AND DISTRIBU-
5 TION OF $2,000,000 FOR EMPLOYMENT AND TRAINING FOR WORKING WITH CHILDREN
6 WITH DISABILITIES.
7 Be It Enacted by the Legislature of the State of Idaho:
8 SECTION 1. There is hereby appropriated from the General Fund to the Edu-
9 cational Support/Division of Teachers the amount of $2,000,000, to be distrib-
10 uted for the period of July 1, 2007, through June 30, 2008, for the following:
11 (1) Training of regular classroom teachers in working with children with
13 (2) Employing and training aides to assist regular classroom teachers in
14 working with children with disabilities;
15 (3) Employing substitute teachers whose employment allows regular class-
16 room teachers to be involved in college planning, parent contact, Individ-
17 ual Education Plan (IEP) development, curriculum and modification, or
18 other necessary activities directly related to meeting the needs of stu-
19 dents in regular education classrooms;
20 (4) Moneys in this act shall be distributed pro rata to the districts as
21 follows: fifty percent (50%) on the basis of the prior year's December
22 first child count and fifty percent (50%) on the basis of the prior year's
23 average daily attendance.
24 These funds shall be used to supplement rather than supplant existing
25 efforts in the training of regular classroom teachers and the employment and
26 training of aides. The State Department of Education shall create a one (1)
27 page report to be provided to the Legislature showing current individual dis-
28 trict expenditures in this area, as well as a breakdown of how these appropri-
29 ated moneys were spent. These funds shall not be used in any calculation or
30 report to the federal government that obligates a future appropriation of this
31 amount or any other amount.
STATEMENT OF PURPOSE
The purpose of this legislation is to appropriate $2,000,000 for
the training of regular classroom teachers that work with
children with disabilities, to train and employ aides to assist
classroom teachers that work with children with disabilities, and
to employ substitute teachers so teachers that work with children
with disabilities can meet with parents, IEP (Individual
Education Plans) development, and other necessary planning and
administrative duties associated with working with children with
disabilities. Provides distribution formula for appropriation.
The fiscal impact will be $2,000,000.
