]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature Second Regular Session - 2008IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 492 BY BUSINESS COMMITTEE 1 AN ACT 2 RELATING TO THE IDAHO RESIDENTIAL CARE ADMINISTRATORS ACT; AMENDING SECTION 3 54-4207, IDAHO CODE, TO REVISE PROVISIONS FOR EXAMINATIONS FOR APPLICANTS 4 FOR LICENSURE. 5 Be It Enacted by the Legislature of the State of Idaho: 6 SECTION 1. That Section 54-4207, Idaho Code, be, and the same is hereby 7 amended to read as follows: 8 54-4207. SUBJECT MATTER OF EXAMINATION -- FREQUENCY. (1) The board shall 9 determine the subjects of examinations for applicants for licensure and the 10 scope, content, and format of such examinations.which in any examination11shall be the same for all candidates; except that such examination shall12include examination of the applicant toThe board may approve more than one 13 (1) examination to qualify an applicant for licensure. The examination, or 14 examinations, of an applicant for licensure shall demonstratehisan 15 applicant's proficiency in the practice of, and knowledge of, applicable rules 16 of health and safety within the state. 17 (2) Examinations shall be held at least semiannually at such times and 18 places as the board shall designate.
STATEMENT OF PURPOSE RS 17787 Currently the Residential Care Administrator Licensing Board is offering one exam, known as the NAB, to applicants for licensure. This exam does not test the applicant's knowledge of the rules and regulations of Idaho, as required by law. This change confirms the importance of the applicant's knowledge of the rules and regulations in Idaho and allows the board flexibility in testing to these standards. Because the NAB exam does not test to Idaho standards and is also very expensive, it is the intent of this legislation that the board will approve other exams that will meet the criteria of this law. Further, it is the intent of this legislation that applicants will have the option of taking one (1) exam which will satisfy Idaho's licensing requirements. Headmasters, the company who developed the CNA exam in Idaho, has agreed to develop, free of charge, an exam for Residential Care Administrators that will test the applicants' knowledge of Idaho rules and regulations. FISCAL NOTE There is no impact to the general fund. It is anticipated that the new comprehensive exam will be substantially less costly than the NAB exam. Contact Name: Rep.
