                             HOUSE CONCURRENT RESOLUTION NO. 40

                              BY HEALTH AND WELFARE COMMITTEE

  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE AND ENCOURAGING THE DEPARTMENT  OF  HEALTH
  3        AND WELFARE TO PROCEED WITH THE DEVELOPMENT OF A MEDICAID MEDICATION THER-
  4        APY MANAGEMENT PROGRAM.

  5    Be It Resolved by the Legislature of the State of Idaho:

  6        WHEREAS, the quality of medical care through the use of prescription drugs
  7    is  enhanced  through the reduction of inappropriate and medically unnecessary
  8    drug therapy; and
  9        WHEREAS, Medication Therapy Management (MTM) programs have been  shown  to
 10    improve the quality of care by reduction of inappropriate and medically unnec-
 11    essary drug use; and
 12        WHEREAS,  the  MTM program is a mechanism for Medicaid in partnership with
 13    pharmacists and prescribers to improve medication outcomes through  evaluation
 14    of a Medicaid participant's drug therapy; and
 15        WHEREAS,  the MTM program can increase the efficiency and effectiveness of
 16    the Medicaid program by providing prescribers with the tools  and  information
 17    needed to better serve Idaho Medicaid participants; and
 18        WHEREAS,  the MTM goals of improved overall health status of Medicaid par-
 19    ticipants through appropriate medication use and decreased Medicaid drug  cost
 20    can  be  met through collaboration among  prescribers, Idaho Medicaid partici-
 21    pants and pharmacists; and
 22        WHEREAS, research has demonstrated a cost avoidance of approximately  four
 23    dollars for adverse medical outcomes for every dollar spent on MTM.
 24        NOW,  THEREFORE,  BE IT RESOLVED by the members of the Second Regular Ses-
 25    sion of the Fifty-ninth Idaho Legislature, the House  of  Representatives  and
 26    the  Senate  concurring  therein, that the Department of Health and Welfare is
 27    encouraged to proceed with the development of a  Medicaid  Medication  Therapy
 28    Management program.

                       STATEMENT OF PURPOSE

                             RS 17890

A concurrent resolution encouraging the Department of Health and 
Welfare to proceed with the development of a Medicaid Medication 
Therapy Management program. 




                            FISCAL NOTE

Total cost is $478,136, most of which would be covered by 
federal funds in a 2 TO 1 matching program. The state matching 
portion of approximately $140,000 would be generated from drug 
company recovery monies from the Medicaid Fraud Control Unit
