                             HOUSE CONCURRENT RESOLUTION NO. 41

                              BY HEALTH AND WELFARE COMMITTEE

  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE AND URGING THE IDAHO DEPARTMENT OF  HEALTH
  3        AND WELFARE TO UTILIZE CERTAIN MEDICAID FUNDS TO HELP IDAHOANS RETAIN PRI-
  4        VATE HEALTH INSURANCE COVERAGE.

  5    Be It Resolved by the Legislature of the State of Idaho:

  6        WHEREAS,  improving and protecting the health of all Idahoans is a primary
  7    issue and an important goal of the state; and
  8        WHEREAS, promoting the availability of private health insurance  to  chil-
  9    dren  and  families  and to adults and their dependent spouses is necessary to
 10    improve and protect the health of all Idahoans; and
 11        WHEREAS, helping Idahoans  maintain  private  health  insurance  coverage,
 12    rather than relying on state Medicaid programs, is an important goal; and
 13        WHEREAS,  Idahoans  desire  to  keep private health insurance coverage but
 14    increasingly cannot afford the high cost of health insurance; and
 15        WHEREAS, private health insurance coverage is more cost-effective for  the
 16    state than direct Medicaid programs; and
 17        WHEREAS,  increasing the availability of private health insurance coverage
 18    provides  economic  relief  to  those  health  care  providers   who   provide
 19    uncompensated care; and
 20        WHEREAS,  the consensus of reform goals promotes employer-sponsored health
 21    insurance for employees; and
 22        WHEREAS, a combination of public and individual contributions to the  cost
 23    of  coverage  through  premium  payments  may  help  encourage more individual
 24    responsibility over health care choices and dissuade "crowding out" of private
 25    coverage; and
 26        WHEREAS, in light of rapidly rising health care costs, the state must con-
 27    tinuously search for ways to make health care services affordable  to  low-in-
 28    come individuals and families at as low a cost to the state as possible; and
 29        WHEREAS, all Idahoans should have access to essential health services that
 30    are affordable; and
 31        WHEREAS,  health insurance premium assistance builds on the employer-based
 32    system, the principal mechanism for providing health insurance in  the  United
 33    States; and
 34        WHEREAS, health insurance premium assistance would enable all members of a
 35    family to be covered in the same health plan.
 36        NOW,  THEREFORE,  BE IT RESOLVED by the members of the Second Regular Ses-
 37    sion of the Fifty-ninth Idaho Legislature, the House  of  Representatives  and
 38    the Senate concurring therein, that the Idaho Department of Health and Welfare
 39    is  urged  to  utilize appropriate portions of Medicaid Disproportionate Share
 40    Hospital funds to help individuals of this state retain private health  insur-
 41    ance coverage.

                       STATEMENT OF PURPOSE

                             RS 17658

This resolution urges the Idaho Department of Health and Welfare
to use portions of the Medicaid Disproportionate Share Hospital
funds to help individuals retain private health insurance. 



                           FISCAL NOTE

No impact to the General Fund.
