]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature Second Regular Session - 2008IN THE HOUSE OF REPRESENTATIVES HOUSE JOINT MEMORIAL NO. 9 BY STATE AFFAIRS COMMITTEE 1 A JOINT MEMORIAL 2 TO THE PRESIDENT OF THE UNITED STATES, TO THE SECRETARY OF THE DEPARTMENT OF 3 STATE, TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE UNITED STATES IN 4 CONGRESS ASSEMBLED, AND TO THE CONGRESSIONAL DELEGATION REPRESENTING THE 5 STATE OF IDAHO IN THE CONGRESS OF THE UNITED STATES. 6 We, your Memorialists, the House of Representatives and the Senate of the 7 State of Idaho assembled in the Second Regular Session of the Fifty-ninth 8 Idaho Legislature, do hereby respectfully represent that: 9 WHEREAS, for some fifty years, the United States has severely restricted 10 trade with the island nation of Cuba; 11 WHEREAS, although Cuba remains under the control of that totalitarian 12 regime, its people and Americans desire to develop better relations; 13 WHEREAS, if there is any chance for Cuba to evolve from a totalitarian 14 regime to a democratic government, the United States must engage that country; 15 WHEREAS, other nations, including Canada and China, have availed them- 16 selves of trading opportunities in Cuba, especially in the area of agricul- 17 tural products; 18 WHEREAS, both Cubans and Americans are desirous of developing trading 19 opportunities that might be afforded between both countries; 20 WHEREAS, Idaho producers of pulse crops, seed potatoes, vegetable seeds, 21 livestock, dairy products and processed foods are ideally positioned to bene- 22 fit from the market opportunities that free trade with Cuba would provide; 23 WHEREAS, greater interaction between the Cuban people and Americans 24 through freer trading relationships and lessened travel restrictions can only 25 enhance our mutual understanding and promote better economic relationships. 26 NOW, THEREFORE, BE IT RESOLVED by the members of the Second Regular Ses- 27 sion of the Fifty-ninth Idaho Legislature, the House of Representatives and 28 the Senate concurring therein, that Idaho supports the removal of all trade, 29 financial and travel restrictions relating to Cuba, the lifting of trade sanc- 30 tions and the establishment of permanent and normal trade relations with Cuba. 31 BE IT FURTHER RESOLVED that the Chief Clerk of the House of Representa- 32 tives be, and she is hereby authorized and directed to forward a copy of this 33 Memorial to the President of the United States, the Secretary of the Depart- 34 ment of State, the President of the Senate and the Speaker of the House of 35 Representatives of Congress, and the congressional delegation representing the 36 State of Idaho in the Congress of the United States.
STATEMENT OF PURPOSE RS 17594C1 The purpose of this Joint House Memorial is to convey the support of the members of the Fifty-ninth Idaho Legislature, the House of Representatives and the Senate concurring therein, that Idaho supports the removal of all trade, financial and travel restrictions related to Cuba, the lifting of trade sanctions and the establishment of permanent and normal trade relations with Cuba. This Memorial is to be sent to the President of the United States, to the Secretary of the Department of State, to the Senate and House of Representatives of the United States in Congress assembled, and to the Congressional Delegation representing the State of Idaho in the Congress of the United States.
