  2    RELATING TO PLUMBING APPRENTICES AND SPECIALTY APPRENTICES;  AMENDING  SECTION
  3        54-2614,  IDAHO  CODE, TO REVISE THE REGISTRATION PERIOD AND THE REGISTRA-
  4        TION FEE FOR APPRENTICES AND SPECIALTY APPRENTICES, TO REMOVE  A  REQUIRE-
  5        MENT  THAT  APPRENTICES  AND SPECIALTY APPRENTICES REGISTER WITH THE IDAHO
  6        PLUMBING BOARD, TO PROVIDE FOR REGISTRATION OF APPRENTICES  AND  SPECIALTY
  7        APPRENTICES  WITH  THE DIVISION OF BUILDING SAFETY AND TO MAKE A TECHNICAL
  8        CORRECTION; AND AMENDING SECTION 54-2614A, IDAHO CODE, TO REVISE THE DURA-
  9        TION OF APPRENTICE AND SPECIALTY APPRENTICE REGISTRATIONS.

 10    Be It Enacted by the Legislature of the State of Idaho:

 11        SECTION 1.  That Section 54-2614, Idaho Code, be, and the same  is  hereby
 12    amended to read as follows:

 13        54-2614.  APPLICATION  AND  REGISTRATION FEES. All applicants shall pay to
 14    the board at the time of application for examination, a fee in accordance with
 15    the following:
 16        Application for Plumbing Contractor.................................$22.50
 17        Application for Plumbing Journeyman................................. 22.50
 18        Application for Specialty Contractor................................ 22.50
 19        Application for Specialty Journeyman................................ 22.50
 20    Apprentices and specialty apprentices shall not be required to be examined for
 21    competency, but shall register as an apprentice or a specialty apprentice with
 22    the board division of building safety and maintain  such  registration  yearly
 23    during  the entire period in which they are gaining their experience. The reg-
 24    istration fee for apprentices and specialty apprentices shall  be  five  fifty
 25    dollars  ($50.00)  initial and shall be valid for five (5) dollars ($5.00) per
 26    years. renewal The registration fee for specialty apprentices shall be  thirty
 27    dollars  ($30.00)  and  shall be valid for three (3) years. The board may con-
 28    tract with a professional testing service to administer any licensing examina-
 29    tion and any contracted professional testing service shall be  responsible  to
 30    establish  and  collect  the examination fee. Any person who fails to pass the
 31    examination may apply for reexamination at the next scheduled examination upon
 32    payment of the examination fee. Should any person fail to pass the examination
 33    the second time, the board may refuse to allow a subsequent examination  until
 34    the expiration of one (1) year.

 35        SECTION  2.  That Section 54-2614A, Idaho Code, be, and the same is hereby
 36    amended to read as follows:

 37        54-2614A.  APPRENTICE AND SPECIALTY APPRENTICE REGISTRATION  AND  RENEWAL.
 38    Registration  for  an apprentice or a specialty apprentice shall expire twelve
 39    (12) on the last day of the month sixty (60) months from  the  date  month  of
 40    issue  unless renewed. Registration for a specialty apprentice shall expire on
 41    the last day of the month thirty-six (36)  months  from  the  month  of  issue

  1    unless  renewed.  An apprentice registration or specialty apprentice registra-
  2    tion may be renewed at any time during the  month  prior  to  its  expiration.
  3    Failure  of  any apprentice to timely renew a registration shall cause a lapse
  4    of the registration, but it may be revived within one (1) year upon payment of
  5    the renewal fee.

                 STATEMENT OF PURPOSE

                       RS 17409

The proposed legislation will offer plumbing apprentices and 
specialty apprentices a substantial benefit in reducing the time 
and inconvenience of annual registrations by expanding the 
registration periods.  The legislation also increases 
registration fees to more accurately reflect the expanded 
registration periods.




                      FISCAL NOTE

There will be no fiscal impact from the passage of this 
legislation.
