]]]] LEGISLATURE OF THE STATE OF IDAHO ]]]] Fifty-ninth Legislature Second Regular Session - 2008IN THE HOUSE OF REPRESENTATIVES HOUSE BILL NO. 640 BY WAYS AND MEANS COMMITTEE 1 AN ACT 2 RELATING TO MOTOR VEHICLE REGISTRATION AND SPECIAL LICENSE PLATES; AMENDING 3 CHAPTER 4, TITLE 49, IDAHO CODE, BY THE ADDITION OF A NEW SECTION 49-402D, 4 IDAHO CODE, TO PROVIDE FOR A SURCHARGE ON SPECIAL LICENSE PLATES, TO PRO- 5 VIDE FOR DEPOSIT AND DISTRIBUTION OF SUCH SURCHARGE AND TO AUTHORIZE 6 RULES. 7 Be It Enacted by the Legislature of the State of Idaho: 8 SECTION 1. That Chapter 4, Title 49, Idaho Code, be, and the same is 9 hereby amended by the addition thereto of a NEW SECTION, to be known and des- 10 ignated as Section 49-402D, Idaho Code, and to read as follows: 11 49-402D. SPECIAL LICENSE PLATE PROGRAMS -- SURCHARGE. In addition to the 12 fees charged for special license plates provided for in chapter 4, title 49, 13 Idaho Code, there is hereby established a ten dollar ($10.00) surcharge 14 imposed on each new special license plate issued and on each special license 15 plate renewal. Such surcharge shall be deposited into the highway distribution 16 account established in section 40-701, Idaho Code. Provided however, that not- 17 withstanding the provisions of section 40-701(2), Idaho Code, the moneys col- 18 lected from the surcharge provided for in this section shall be apportioned as 19 follows: thirty-eight percent (38%) to local units of government as provided 20 in section 40-709, Idaho Code; and sixty-two percent (62%) to the state high- 21 way account established in section 40-702, Idaho Code. The Idaho transporta- 22 tion department is authorized to promulgate rules to implement the provisions 23 of this section.
STATEMENT OF PURPOSE

This legislation adds a new section 49-402D, Idaho Code, which
places a surcharge of ten dollars ($10.00) on special license
plates. Funds collected from this surcharge will be deposited
into the Highway Distribution Account.
FISCAL NOTE
The fiscal impact of this increase will be approximately
$1,440,620 new money for the Highway Distribution Account. There
are approximately 104,462 special license plates issued.
