  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE DEPARTMENT OF COMMERCE FOR FISCAL  YEAR
  3        2008;  APPROPRIATING  ADDITIONAL  MONEYS TO THE DEPARTMENT OF COMMERCE FOR
  4        FISCAL YEAR 2009; PROVIDING LEGISLATIVE INTENT RELATING TO CERTAIN CONTRI-
  5        BUTIONS FOR THE 2009 SPECIAL OLYMPICS WORLD WINTER GAMES; AND DECLARING AN
  6        EMERGENCY FOR SECTIONS 1 AND 3 OF THIS ACT.

  7    Be It Enacted by the Legislature of the State of Idaho:

  8        SECTION 1.  In addition to the appropriation made in  Section  1,  Chapter
  9    367,  Laws of 2007, there is hereby appropriated to the Department of Commerce
 10    the sum of $1,500,000 from the General Fund for trustee and  benefit  payments
 11    for  the period July 1, 2007, through June 30, 2009. Such moneys shall be used
 12    by the Department of Commerce for the purpose  of  advancing  the  preparatory
 13    work for the upcoming 2009 Special Olympics World Winter Games.

 14        SECTION  2.  In addition to any other appropriation provided by law, there
 15    is hereby appropriated to the Department of Commerce  the  sum  of  $1,500,000
 16    from  the General Fund for trustee and benefit payments for the period July 1,
 17    2008, through June 30, 2009. Such moneys shall be used by  the  Department  of
 18    Commerce  for  the  purpose of advancing the preparatory work for the upcoming
 19    2009 Special Olympics World Winter Games.

 20        SECTION 3.  It is the intent of  the  Legislature  that  contributions  on
 21    behalf  of  the  taxpayers  of  Idaho  shall  be available to the 2008 Special
 22    Olympics World Winter Games Organizing Committee for the purpose of  transpor-
 23    tation,  accommodations,  translation,  venue development, volunteer services,
 24    and opening and closing ceremonies. Funding shall not be used for professional
 25    fundraising or lobbying efforts. The Games Organizing Committee shall  provide
 26    a  detailed  accounting  of  all moneys passed through the Idaho Department of
 27    Commerce.

 28        SECTION 4.  An emergency existing  therefor,  which  emergency  is  hereby
 29    declared  to  exist,  Sections  1 and 3 of this act shall be in full force and
 30    effect on and after passage and approval.

This is a fiscal year 2008 supplemental and a fiscal year 2009 additional appropriation to the Department of Commerce. This bill appropriates $1,500,000 for fiscal year 2008 with carry-over authority for the purpose of advancing the preparatory work for the 2009 Special Olympics World Winter Games. This bill also appropriates $1,500,000 for fiscal year 2009 for the same purpose.
