                                BY APPROPRIATIONS COMMITTEE

  1                                        AN ACT
  2    APPROPRIATING ADDITIONAL MONEYS TO THE IDAHO STATE POLICE  FOR  THE  EXECUTIVE
  3        PROTECTION  PROGRAM FOR FISCAL YEAR 2009; INCREASING THE NUMBER OF AUTHOR-
  4        IZED FULL-TIME EQUIVALENT POSITIONS; AND APPROPRIATING  ADDITIONAL  MONEYS
  5        TO  THE  IDAHO  STATE  POLICE FOR THE FORENSIC SERVICES PROGRAM FOR FISCAL
  6        YEAR 2009.

  7    Be It Enacted by the Legislature of the State of Idaho:

  8        SECTION 1.  In addition to any other appropriation provided by law,  there
  9    is  hereby appropriated to the Idaho State Police for the Executive Protection
 10    Program the following amount  to  be  expended  according  to  the  designated
 11    expense classes from the listed fund for the period July 1, 2008, through June
 12    30, 2009, for the purpose of Supreme Court security and protection:

 20        SECTION  2.  In  addition  to any other authorization provided by law, the
 21    Idaho State Police, for the Executive Protection Program, is hereby authorized
 22    one (1) full-time equivalent position for the period  July  1,  2008,  through
 23    June 30, 2009.

 24        SECTION  3.  In addition to any other appropriation provided by law, there
 25    is hereby appropriated $239,400 from the  General  Fund  to  the  Idaho  State
 26    Police  for the Forensic Services Program for the period July 1, 2008, through
 27    June 30, 2009, for the purpose of handling increased workloads.

Appropriates $115,900 in additional General Funds to the Idaho State Police for the Executive Protection Program for fiscal year 2009; authorizes the addition of one full-time position for the Idaho State Police for the Executive Protection Program; and appropriates $239,400 in additional General Funds to the Idaho State Police for the Forensic Services Program for fiscal year 2009.

Fiscal Note

This budget includes an additional $115,900 from the General Fund and one full-time position to provide security and protection for the Supreme Court, per H370. Of this amount, $69,700 is ongoing and $46,200 is one-time. Also included is an additional $239,400 from the General Fund to hire additional forensic scientists, lab technicians, or other appropriate personnel to handle increased workloads in Forensics. Of this amount, $228,900 is ongoing and $10,500 is one-time. While no additional full-time positions have been authorized for Forensic Services, the Governor has the authority to increase the capped number of FTP at his discretion.

In summary, this bill appropriates a total of $355,300 from the General Fund for fiscal year 2009.
