                             HOUSE CONCURRENT RESOLUTION NO. 35

  1                               A CONCURRENT RESOLUTION
  2    STATING FINDINGS OF THE LEGISLATURE AND AUTHORIZING THE LEGISLATIVE COUNCIL TO
  3        APPOINT A COMMITTEE TO UNDERTAKE AND COMPLETE A STUDY OF  THE  FEASIBILITY
  4        AND  EXPENSE  OF  PROVIDING  SMALL  BUSINESSES BETTER ACCESS TO AFFORDABLE
  5        HEALTH INSURANCE.

  6    Be It Resolved by the Legislature of the State of Idaho:

  7        WHEREAS, access to affordable health care and affordable health  insurance
  8    is a huge issue facing Idaho small businesses; and
  9        WHEREAS,  small businesses find traditional underwriting practices make it
 10    difficult to provide affordable health insurance for their employees; and
 11        WHEREAS, small businesses in Idaho  find  it  more  difficult  to  provide
 12    affordable health insurance to their workers than do larger businesses; and
 13        WHEREAS, it would be desirable to have more Idaho small businesses provide
 14    health insurance to their workers.
 15        NOW,  THEREFORE,  BE IT RESOLVED by the members of the Second Regular Ses-
 16    sion of the Fifty-ninth Idaho Legislature, the House  of  Representatives  and
 17    the  Senate  concurring therein, that the Legislative Council is authorized to
 18    appoint a committee to undertake and complete a study of the  feasibility  and
 19    expense of providing small businesses easier and cheaper alternatives for pro-
 20    viding their employees with affordable health insurance. The Legislative Coun-
 21    cil  shall  determine the number of legislators and membership from each house
 22    appointed to the committee and shall authorize the committee to receive input,
 23    advice and assistance from interested and affected parties who are not members
 24    of the legislature.
 25        BE IT FURTHER RESOLVED that nonlegislative members of the committee may be
 26    appointed by the cochairs of the committee who are appointed by  the  Legisla-
 27    tive  Council. Nonlegislative members of the committee shall not be reimbursed
 28    from legislative funds for per diem, mileage or other expenses and  shall  not
 29    have  voting  privileges regarding the committee's recommendations or proposed
 30    legislation.
 31        BE IT FURTHER RESOLVED that the committee shall report its findings,  rec-
 32    ommendations and proposed legislation, if any, to the First Regular Session of
 33    the Sixtieth Idaho Legislature.

                      STATEMENT OF PURPOSE

                            RS 17653

Directs the Legislative Council to create an interim committee to
study and recommend solutions to assist small business owners pay
for health insurance for themselves and their employees.



                          FISCAL IMPACT

Approximately $10,000 to be paid out of the Legislative account.
