                                    SENATE BILL NO. 1519

                                    BY FINANCE COMMITTEE

  1                                        AN ACT
  2    APPROPRIATING AND DIRECTING THE TRANSFER OF MONEYS FROM THE  GENERAL  FUND  TO
  3        THE COMMUNITY HEALTH CENTER GRANT FUND; APPROPRIATING ADDITIONAL MONEYS TO
  4        THE DEPARTMENT OF HEALTH AND WELFARE FOR THE COMMUNITY HEALTH CENTER GRANT
  5        PROGRAM  WITHIN THE PHYSICAL HEALTH SERVICES PROGRAM FOR FISCAL YEAR 2009;
  6        AND PROVIDING LEGISLATIVE INTENT.

  7    Be It Enacted by the Legislature of the State of Idaho:

  8        SECTION 1.  There is hereby appropriated and the  State  Controller  shall
  9    transfer  on July 1, 2008, or as soon thereafter as practicable, the amount of
 10    $1,000,000 from the General Fund to the Community Health Center Grant Fund for
 11    the period July 1, 2008, through June 30, 2009.

 12        SECTION 2.  In addition to any other appropriation provided by law,  there
 13    is  hereby  appropriated  to  the  Physical Health Services Program within the
 14    Department of Health and Welfare the sum  of  $1,000,000  from  the  Community
 15    Health  Center Grant Fund for trustee and benefit payments for the period July
 16    1, 2008, through June 30, 2009. Such moneys shall  be  used  by  the  Physical
 17    Health  Services  Program  for  the purposes outlined in Chapter 32, Title 39,
 18    Idaho Code.

 19        SECTION 3.  It is the intent of the Legislature that this contribution  on
 20    behalf  of  the  taxpayers of Idaho shall be awarded under the provisions out-
 21    lined in Sections 39-3204 and 39-3205, Idaho Code. In addition to  the  provi-
 22    sions  already  outlined  in  Section 39-3207, Idaho Code, the committee shall
 23    place a higher weight to grant applications for dental equipment purchases for
 24    fiscal year 2009. Notwithstanding Section 39-3202, Idaho Code, this appropria-
 25    tion shall not be used for professional fundraising  or  lobbying  efforts  or
 26    administrative costs of the Idaho Community Health Center Grant Program.

Statement of Purpose

This bill transfers General Fund moneys to the Community Health Center Grant Fund and appropriates spending authority to the Department of Health and Welfare in the Physical Health Services Program for the Community Health Center Grant Program established under Title 39, Chapter 32, Idaho Code. The Department of Health and Welfare is the pass through agency that receives the funding appropriation; however, the Idaho Health Care Access Grant Review Board established by Idaho Code ยง39-5904 is the statutory body that awards the moneys. Community Health Centers serve the uninsured and the underinsured for health and dental care throughout the state of Idaho, and this bill prioritizes, but does not limit, the funding for the purchase of dental equipment.

Fiscal Note

This appropriations bill transfers $1,000,000 from the General Fund to the Community Health Center Grant Fund. This bill also appropriates $1,000,000 in trustee and benefit payments spending authority to the Physical Health Services program within the Department of Health and Welfare.
