VETERANS - Stating findings of the Legislature and expressing profound
gratitude for the sacrifices made by our veterans including, but not
limited to, those who suffer from medical or mental illnesses and injuries
sustained while they are serving in the United States armed forces and as
activated members of the National Guard and Reserve component forces,
expressing support for federal initiatives to ensure that our returning
service members have timely access to the range and quality of health care
services they require, and requesting that Congress and the President
support and work closely with state and local governments in implementing
such initiatives.

  2    TO THE PRESIDENT OF THE UNITED STATES, THE SECRETARIES OF  THE  UNITED  STATES
  3        DEPARTMENTS  OF VETERANS AFFAIRS AND DEFENSE, THE SENATE AND HOUSE OF REP-
  4        RESENTATIVES OF THE UNITED STATES IN CONGRESS ASSEMBLED, AND TO  THE  CON-
  5        GRESSIONAL  DELEGATION  REPRESENTING THE STATE OF IDAHO IN THE CONGRESS OF
  6        THE UNITED STATES.

  7        We, your Memorialists, the Senate and the House of Representatives of  the
  8    State  of  Idaho  assembled  in  the Second Regular Session of the Fifty-ninth
  9    Idaho Legislature, do hereby respectfully represent that:

 10        WHEREAS, the state of Idaho is home to  thousands  of  veterans  who  have
 11    served  our  country  honorably  as members of the armed forces, and activated
 12    members of the National Guard and Reserve component forces; and
 13        WHEREAS, each day we learn more about the price our military  members  pay
 14    to  defend  our  freedom and protect our national security, including physical
 15    and mental illnesses and injuries sustained in the line of duty; and
 16        WHEREAS, veterans can have a wide range of short-term and long-term health
 17    care problems including spinal cord injury, blindness, traumatic brain injury,
 18    posttraumatic stress reaction, loss of limbs and mental illness; and
 19        WHEREAS, untreated combat-related illnesses and  injuries  can  result  in
 20    severe  social  problems, including alcohol and drug abuse, domestic violence,
 21    child abuse, familial disintegration, suicide and homelessness; and
 22        WHEREAS, our returning service members  have  earned  and  deserve  timely
 23    treatment  for injuries and illnesses sustained while in service to the United
 24    States and Idaho; and
 25        WHEREAS, there is an escalation of the number of combat veterans returning
 26    home who require health care services and it is imperative that the availabil-
 27    ity of those services keep up with that need.
 28        NOW, THEREFORE, BE IT RESOLVED by the members of the Second  Regular  Ses-
 29    sion  of the Fifty-ninth Idaho Legislature, the Senate and the House of Repre-
 30    sentatives concurring therein, that we express our profound gratitude for  the
 31    sacrifices  made by our veterans including, but not limited to, those who suf-
 32    fer from medical or mental illnesses and injuries  sustained  while  they  are
 33    serving  in  the  United  States  armed forces and as activated members of the
 34    National Guard and Reserve component forces.
 35        BE IT FURTHER RESOLVED that the Idaho  Legislature  hereby  expresses  our
 36    support  for  federal initiatives to ensure that our returning service members
 37    have timely access to the range and  quality  of  health  care  services  they
 38    require,  while  requesting  that Congress and the President support, and work
 39    closely with state and local governments in implementing such initiatives.
 40        BE IT FURTHER RESOLVED that the Secretary of the Senate  be,  and  she  is
 41    hereby authorized and directed to forward a copy of this Memorial to the Pres-
 42    ident  of  the United States, the Secretaries of the United States Departments
 43    of Veterans Affairs and Defense,  the President of the Senate and the  Speaker
 44    of  the House of Representatives of Congress, and the congressional delegation

  1    representing the State of Idaho in the Congress of the United States.

                       STATEMENT OF PURPOSE

                             RS 17645

This memorial expresses the Idaho Legislature's profound gratitude
for the sacrifices made by our veterans, including those who suffer
from medical or mental illnesses and injuries sustained while they
were serving in the United States armed forces and as activated
members of the National Guard and Reserve component forces. The
memorial expresses the Idaho Legislature's support for federal
initiatives to ensure that our returning service members have
timely access to the range and quality of health care services they
require, and requests that Congress and the President support such
initiatives and work closely with state and local governments in
their implementation.
