                                SENATE PROCLAMATION NO. 101

                                 BY STATE AFFAIRS COMMITTEE

  1                                    A PROCLAMATION
  2    COMMEMORATING AND CELEBRATING THE 100TH ANNIVERSARY OF  THE  FOUNDING  OF  THE
  3        UNITED  STATES  ARMY  RESERVE AND HONORING THE MEN AND WOMEN OF THE UNITED
  4        STATES ARMY RESERVE.

  5        We, the members of the Senate of the State of Idaho assembled in the  Sec-
  6    ond Regular Session of the Fifty-ninth Idaho Legislature, do hereby proclaim:

  7        WHEREAS,  on April 23, 1908, the Congress of the United States created the
  8    Medical Reserve Corps, a group of 360 doctors formed  to  provide  the  nation
  9    with a reservoir of trained medical officers in a time of war; and
 10        WHEREAS,  on  April 23, 2008, the nation will celebrate the 100th anniver-
 11    sary of the founding of the United States Army Reserve; and
 12        WHEREAS, for 100 years the Army Reserve has expanded upon this  successful
 13    model that leverages civilian skills and patriotism; and
 14        WHEREAS,  in the event of national disasters such as hurricanes and flood-
 15    ing, Army Reserve soldiers are on the scene to support humanitarian and relief
 16    operations; and
 17        WHEREAS, soldiers in the Army Reserve  use  their  civilian  and  military
 18    training  to  safeguard  the  nation's  data,  develop  secure  communications
 19    technologies, and maintain, process and troubleshoot military information sys-
 20    tems; and
 21        WHEREAS,  the  Army  Reserve  responds to chemical and biological threats,
 22    provides biohazard training to federal agencies and plays a  crucial  role  in
 23    the  maintenance and supervision of nuclear, biological and chemical detection
 24    and decontamination equipment; and
 25        WHEREAS, soldiers in the Army Reserve operate the transportation and  sup-
 26    ply  systems  that keep the Army in motion, supplying troops around the world;
 27    and
 28        WHEREAS, during times of both war and peace, soldiers in the Army  Reserve
 29    help  countries  establish or restore governmental institutions and functions;
 30    and
 31        WHEREAS, Army  Reserve  soldiers  assist  U.S.  and  foreign  governments,
 32    militaries and civilian populations with psychological operations during times
 33    of peace, crisis and conflict; and
 34        WHEREAS, the Army Reserve staffs most of the Army's hospitals, triage cen-
 35    ters, clinics and field medical care units as their medical capabilities often
 36    exceed  active  duty personnel capabilities because of the civilian experience
 37    they bring to the job; and
 38        WHEREAS, the Army Reserve has played integral roles in World War I,  World
 39    War  II,  Korea,  Vietnam,  the  Cold  War, Panama, the Persian Gulf, Somalia,
 40    Haiti, Bosnia, Kosovo, the Iraq War and the Global War on Terror; and
 41        WHEREAS, the Army Reserve is a vital part of  the  world's  best  military
 42    providing specialized, skill-rich services.
 43        NOW, THEREFORE, BE IT PROCLAIMED by the members of the Senate assembled in
 44    the  Second Regular Session of the Fifty-ninth Idaho Legislature, that we join

  1    in commemoration and celebration of the 100th anniversary of the  founding  of
  2    the  United States Army Reserve and we respectfully honor the men and women of
  3    the United States Army Reserve as they work not only to defend their  homeland
  4    against  terrorist  attack,  but  also to lend invaluable support to countries
  5    around the world that are searching and reaching for the kind  of  freedom  we
  6    too often take for granted.
