EDUCATION – Amends and adds to existing law to provide for a subtraction from total state funds for leadership premiums; to provide that the Legislature shall annually review base salary figures, minimum instructional salary figures and leadership premium figures; to revise provisions relating to obligations to retirement and social security benefits; to establish provisions relating to leadership premiums for instructional staff employees and to provide that leadership premiums may be made for certain reasons.
