HOUSE CONCURRENT RESOLUTION NO. 26

1 A CONCURRENT RESOLUTION
2 STATING FINDINGS OF THE LEGISLATURE CONCERNING RECYCLED OIL AND ENCOURAGING
3 STATE AGENCIES TO PURCHASE AND USE RECYCLED OIL.
4 Be It Resolved by the Legislature of the State of Idaho:
5 WHEREAS, using recycled oil makes good environmental sense because it pre-
6 vents accidental spills, leaks and the deliberate dumping of oil that can con-
7 taminate water supplies; and
8 WHEREAS, using recycled oil makes good resource conservation sense because
9 it takes one-third less energy to produce recycled oil than it takes to refine
10 crude oil to lubricant quality; and
11 WHEREAS, the third goal stated by President Bush in his State of the Union
12 speech was the promotion of energy independence for the United States, includ-
13 ing conservation measures that would include the use of recycled oil; and
14 WHEREAS, there is no compromise in the quality of recycled oil because
15 recycled oil is cleaned of impurities and undergoes the same comprehensive
16 testing and meets the same quality standards as crude-based lubricants in
17 order to receive certification by the American Petroleum Institute (API); and
18 WHEREAS, recycled oil can be purchased at a price equivalent to virgin
19 oil; and
20 WHEREAS, a number of states, including Alaska, Maine, Oregon, Utah and
21 Washington, already encourage their state agencies to purchase and use recy-
22 cled oil; and
23 WHEREAS, large numbers of companies and organizations use recycled oil in
24 their car and truck fleets, including Coca-Cola, United Parcel Service, the
25 California Highway Patrol and the NASCAR race circuit.
26 NOW, THEREFORE, BE IT RESOLVED by the members of the First Regular Session
27 of the Fifty-seventh Idaho Legislature, the House of Representatives and the
28 Senate concurring therein, that state agencies in Idaho are hereby encouraged
29 to consider the purchase and use of recycled oil.

The purpose of this resolution is to articulate the support of the
Legislature of the State of Idaho to encourage state agencies to
consider purchasing and using recycled oil.
