1 A JOINT RESOLUTION
2 PROPOSING AN AMENDMENT TO SECTION 7, ARTICLE IX, OF THE CONSTITUTION OF THE
3 STATE OF IDAHO, RELATING TO THE STATE BOARD OF LAND COMMISSIONERS TO
4 INCLUDE THE STATE TREASURER AS A MEMBER OF THE STATE BOARD OF LAND COMMIS-
5 SIONERS AND TO PROVIDE THAT THE GOVERNOR SHALL VOTE ONLY WHEN THE BOARD IS
6 EQUALLY DIVIDED; STATING THE QUESTION TO BE SUBMITTED TO THE ELECTORATE;
7 DIRECTING THE LEGISLATIVE COUNCIL TO PREPARE THE STATEMENTS REQUIRED BY
8 LAW; AND DIRECTING THE SECRETARY OF STATE TO PUBLISH THE AMENDMENT AND
9 ARGUMENTS AS REQUIRED BY LAW.
10 Be It Resolved by the Legislature of the State of Idaho:
11 SECTION 1. That Section 7, Article IX, of the Constitution of the State
12 of Idaho be amended to read as follows:
13 SECTION 7. STATE BOARD OF LAND COMMISSIONERS. The governor,
14 superintendent of public instruction, secretary of state, attorney
15 general, state treasurer and state controller shall constitute the
16 state board of land commissioners, who shall have the direction, con-
17 trol and disposition of the public lands of the state, under such
18 regulations as may be prescribed by law; provided however, that the
19 governor shall vote only when the board is equally divided.
20 SECTION 2. The question to be submitted to the electors of the State of
21 Idaho at the next general election shall be as follows:
22 "Shall Section 7, Article IX, of the Constitution of the State of Idaho be
23 amended to provide that the state treasurer shall be a member of the state
24 board of land commissioners and to provide that the governor shall vote only
25 when the board is equally divided?".
26 SECTION 3. The Legislative Council is directed to prepare the statements
27 required by Section 67-453, Idaho Code, and file the same.
28 SECTION 4. The Secretary of State is hereby directed to publish this pro-
29 posed constitutional amendment and arguments as required by law.
STATEMENT OF PURPOSE

This is a joint resolution proposing an amendment to Section 7,
Article IX, of the Constitution of the State of Idaho, relating to
the composition of the State Board of Land Commissioners. This
composition of the State Board of Land Commissioners under this
resolution includes the state treasurer as a member of the board.
The composition of the Board under this proposal includes the
governor, superintendent of public instruction, secretary of state,
attorney general, the state controller, and the state treasurer. The
governor only votes when the board is equally divided.
FISCAL IMPACT
There would be some incidental per diem and travel expenses for the
state treasurer if Board business was conducted outside Boise.
